Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for:

Develops and/or directs and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership program managers, and business managers, utilizing Earned Value Management (EVM) software, tools, and methodology

Duties

As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:

  • Develops and/or directs and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership program managers, and business managers, utilizing Earned Value Management (EVM) software, tools, and methodology.
  • Serves as advisor and authoritative source on EVM collaborative efforts with Senior Leaders, contractors, and Defense Contract Management Agency Conducts highly complex data analysis to assess how Agency Operations supports the mission. and collaborates with all levels of Agency personnel to resolve non-routine operational problems on a wide variety of information, topics. and issues.
  • Develops and institutionalizes processes and procedures that provide quality service and support to a large and distributed workforce.
  • Develops strategies and procedures to maintain full accountability for the Agency's business operations and earned value management program.
  • Provides management support, conducts analyses, and prepares recommendations to MDA leadership and senior leaders in Program Management, Business Operations, Cost Estimating to identify, coordinate, monitor, and evaluate the support operations, including ensuring coordination and timeliness of actions for mission accomplishment.

  • This is an acquisition position coded Advanced in Business - Financial Management. Incumbent must obtain mandatory Back-to-Basics certification within 48 months of entry into position.
  • Employee must acquire 80 Continuous Learning Points every 24 months.


Qualifications

You may qualify at the NH 04 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified:

  • Conducting analytical and evaluative methods and techniques to include qualitative and quantitative analysis in order to conduct comprehensive studies and develop assessments and recommendations and position statements.
  • Applying Earned Value Management (EVM) polices, processes, products, terminologies and guidance documents.
  • Leading Integrated Baseline Review (IBR) and Schedule Deep Dive (SDD) principles, requirements, and processes.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Salary Ranges are the following unless statutory/regulatory rates prevail.

Redstone Arsenal, AL Location: $130,987 to $197,200 (includes 21.91% locality)

Dahlgren Location: $143,913 to $197,200 (includes 33.94% locality)

ACQUISITION POSITION: This position requires Acquisition Workforce Level Advanced in Business Financial Management Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position.

Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position.
