Program Analyst, Specialty Care Programmatic Support

 

Artemis seeks a Program Analyst to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Specialty Care Program Office (SCPO). SCPO provides national leadership, governance, and oversight for specialty care programs, Centers of Excellence, and clinical service lines across VHA as well as significant policy-driven, complex initiatives. This position provides contract administration, meeting support, and program/project analytic support in a vital contract support role, helping ensure SCPO initiatives are executed consistently, on schedule, and in accordance with VA standards.

A core focus of this role is contract administration and meeting support. The Program Analyst supports the Task Order Program Manager with vital contract management activities, including contract administration meetings, contractor on-boarding/off-boarding administrative tasks, and maintenance of contract artifacts for personnel management, invoicing, and budget management. The Analyst assists in preparing monthly status report and Budget Tracker entries, reconciles labor hours and financial data against invoices, and supports meeting scheduling, agenda preparation, minutes, and follow-up action tracking.

 

The Program Analyst also provides program and project management support by maintaining project schedules, integrated master schedules (IMS), and action trackers, and by developing program artifacts such as executive status reports, dashboards, SOPs, presentations, fact sheets/FAQs, communication plans, and newsletters. The Analyst organizes and facilitates working sessions, stakeholder meetings, and decision-making forums; maintains risk, issue, decision, and action-item logs; supports functional assessments; and may assist with event/conference planning and responses to internal, external, and Congressional or Executive correspondence, as requested by the Government.

 

In support of SCPO data and reporting needs, the Program Analyst assists with data collection, validation, and consolidation for dashboards, reports, and performance metrics, and supports program evaluations, audits, and risk management activities to help inform leadership decision-making.

Minimum Qualifications
  • Bachelor's degree (BA/BS)
  • Minimum three (3) years of experience supporting program planning, audits, and evaluations related to healthcare programs and projects
  • Experience with program analysis, including strategic planning, integrated master scheduling, event planning, metrics, financial management systems, and/or risk management
  • Experience maintaining trackers, logs, budget/financial documentation, or reporting tools in a professional environment
  • Strong organizational, analytical, and written/verbal communication skills
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and Microsoft Teams
Desired Qualifications
  • Five (5) or more years of experience supporting program/project analysis or contract administration for a federal agency or large organization
  • Experience supporting VA/VHA and/or other federal healthcare programs, particularly specialty care or clinical program areas
  • Experience supporting contract administration, invoice reconciliation, or COR/PM support functions
  • Experience with dashboard/reporting tools (e.g., Power BI, Power Apps)
  • Certifications (PMP, Lean Six Sigma, or similar)
