Program Analyst Requirements ManagerPosition OverviewThis position provides analytical, requirements management, portfolio management, and program integration support to Government stakeholders and Program Management Office (PMO) leadership. The selected candidate will support the Government's requirements and portfolio management processes by developing, implementing, monitoring, and maintaining methodologies, tools, and documentation associated with requirements definition, prioritization, scheduling, cost management, and performance tracking. This role will collaborate closely with Program Managers, Directorates, and senior Government stakeholders to support PPBE activities, requirements intake and adjudication processes, and integrated program execution efforts.

Required Qualifications- Bachelor's degree and eight (8) or more years of relevant experience; OR Master's degree and six (6) or more years of relevant experience; OR PhD and three (3) or more years of relevant experience.
- Specialized experience leading large, complex projects supporting DoW or Federal Government organizations.
- Experience developing and managing schedules using Microsoft Project.
- Knowledge of Earned Value Management (EVM) and project control concepts.
- Demonstrated experience managing the complete change management lifecycle.
- Extensive program management experience supporting requirements and capability development, acquisitions, procurement, and resource management.
- Proven ability to synthesize complex information and develop reports supporting senior-level decision-making.
Preferred Qualifications- Experience supporting PMOs within DoW or the Intelligence Community, portfolio management tools, requirements tracking systems, acquisition support, and executive-level briefings.
Key Responsibilities- Support the Program Manager and Government stakeholders through analytical, portfolio management, and requirements management support.
- Develop and maintain requirements management methodologies, processes, tools, and documentation.
- Manage requirements intake, prioritization, adjudication, and tracking activities.
- Support Planning, Programming, Budgeting, and Execution (PPBE) activities.
- Develop and maintain integrated program schedules and milestones using Microsoft Project.
- Monitor cost, schedule, performance, and program risks.
- Apply Earned Value Management and project control principles to measure program performance.
- Identify duplicative, inefficient, or disconnected requirements and processes.
- Develop reports, metrics, dashboards, briefing materials, and executive summaries.
- Coordinate with Program Managers and Directorates to support integrated execution activities.
- Facilitate change management activities and maintain change documentation.
- Analyze complex data and provide recommendations to Government leadership.
- Communicate risks, issues, dependencies, and opportunities to PMO leadership and stakeholders.
- Support governance boards, working groups, and portfolio reviews.
- Ensure compliance with contractual requirements, Government guidance, and industry best practices.
