OverviewPlanned Systems International (PSI), a Government Contractor, is seeking aSr.Program Analyst to support the Department of Veterans Affairs (VA) Independent Enterprise Testing and Support Services (IETSS) contract. The IETSS program delivers Independent Verification and Validation (IV&V) services in support of the Electronic Health Record Modernization Integration Office (EHRM-IO) and other critical VA Office of Information and Technology (OIT) modernization initiatives. This effort supports softwaredeliverylifecycle activities, enterprise testing services, and quality assurance functions that help ensurethesuccessful delivery of technology solutions for Veterans. As part of our continued focus on operational excellence and modernization, theSr.Program Analyst will play a key role in supporting and enhancing Testing Logistics Services (TLS) activities across the program.
- Support the development and execution of the division strategy and vision.
- Support leadership and direction for Testing Logistics Services (TLS) resources, ensuring performance goals areestablishedand achieved.
- Ability torepresentthe division to key stakeholders and clients.
- Drive successful project execution by providing support across all project management disciplines, including but not limited to schedule management, risk management, issue management, and project oversight.
- Schedule andfacilitateproject meetings, including kickoff meetings, project planning sessions, status meetings, Agile/Scrum ceremonies, risk review boards, and change control boards.
- Participate in TLS team meetings, project planning meetings, and status update meetings, asrequired.
- Ensure project schedules aremaintainedand activelymonitored, including collecting updates, tracking progress, and coordinating with stakeholders to meet project commitments.
- Provide oversight and coordination across matrixed teams toidentify, escalate, and resolve barriersimpactingthe successful andtimelycompletion of testing initiatives.
- Provide consultation and guidanceregardingprocesses, requirements, and expectations for transitioning products to Independent Verification and Validation (IV&V).
- Collaborate with executives, program managers, technical teams, clinicians, and government leadership across VA organizations.
- Build strong working relationships with stakeholders to support projectobjectivesandfacilitatesuccessful outcomes.
- Establish andmaintainproductive relationships with matrixed teams,including testingintake, test environment and test data management, independent testing services, quality management, and other supporting organizations.
- Communicate effectively with both technical and non-technical audiences.
- Provide concise and effective status reporting to TLS leadership, stakeholders, and clients through verbal briefings, presentations, and written reports.
- Contribute to or lead the development, analysis, and documentation of project planning activities, process improvements, lessons learned, and best practices.
- Support continuous improvement initiatives through idea generation, collaboration, strategic thinking, and technical writing.
- Demonstrate sound leadership, engagement, positive reinforcement, and project management practices in support of project and organizationalobjectives.
- Support internal initiatives, including documenting current processes, implementing new tools, improving processes, andparticipatingin operational improvement efforts.
- As a senior member of the team, mentor and provide onboarding support to new employees, including trainingonthe testing environment, organizational structure, processes, tools, and project-specific practices.
- Provide occasional support for resource planning, staffing activities, risk management efforts, knowledge management initiatives, proposal development, and backup coverage for fellow Project Leads.
Essential Functions and Job Responsibilities
- Bachelors degree inTechnical,Managerial,Business, Healthcare Management, Information Systems, Public Administration, or related discipline.
- Additionalrelevant experience may be substituted for formal education.
- Minimum of3-5years experience, including experience as a Project Manageror related managerialtasks,supporting federal programs, project management offices (PMOs), or enterprise operations.
- Experience supporting large and complex government organizations, preferably within VA, DoD, or federal healthcare environments.
- Must have knowledge and understanding of integrated master schedule concepts and resource loaded/leveledschedules.
- Strong leadership skills to handle both familiar and unfamiliar situations
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills, as well as good interpersonal and customer service skills.
- Advanced proficiency with:
- Microsoft Excel (data analysis, reporting, dashboards)
- U.S. Citizenship is required.
- Selected candidates must be able to successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
