Summary

This position is located in the Office of the Commissioner for Trademarks, Office of the Deputy Commissioner for Trademark Administration, Office of Performance Planning and Financial Management, Budget, Planning, and Execution Division. This position supports the development & preparation of budget and financial management plans and performance reports and developing assessments that advise management on the spending, staffing, productivity, efficiency, effectiveness of programs and operations.

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

• Is interested in reviewing and tracking performance measures to develop metrics and dimensions that align with strategic plans and key initiatives.
• Enjoys analyzing and evaluating on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
• Is excited about preparing complex financial reports and responses to inquiries, including narratives and tables, for senior management review.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service: For this position, the next lower grade level is a GS-12..

Specialized experience for this position includes:

• Experience in developing, analyzing, and executing multi-year budget plans, including forecasting, spend projections, or activity-based costing; AND
• Experience in applying quantitative methods to evaluate program effectiveness, including developing key performance indicators; AND
• Experience in creating data visualizations with dashboards, charts, or other data summaries using tools such as Tableau, Power BI, or Excel; AND
• Experience in writing clear, policy-relevant narratives by synthesizing complex data from multiple sources for use in external financial reports.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education may not be substituted for specialized experience at this grade level.
