You will serve as a PROGRAM ANALYST in the Department of Navy (DON) Navy's G-Invoicing Program Management Office (PMO) of NAVAL SEA SYSTEMS COMMAND.

Duties

• You will serve as the Navy's senior expert for lifecycle management, including development, renewal, and modification of agreements with trading partners.
• You will lead coordination with FMB and other stakeholders on requiring negotiation, escalation, or executive-level engagement.
• You will ensure are structured to support compliant execution within G-Invoicing and aligned with federal policy and Treasury requirements.
• You will advise Navy commands on complex issues, including agreement scope, funding structure, and compliance risks.
• You will support enterprise oversight of inventory, status, and alignment with mission and financial objectives.
• You will monitor Trading Partner readiness for G-Invoicing transactions.
• You will engage with external non-Navy partners on issue resolution, and provide G-Invoicing assistance.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector facilitating the negotiation with external organizations while managing Naval policy to optimize inter-agency collaboration and secure financial alignment within the organization.

Additional information

The NH-04 encompasses the GS-14 and GS-15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is equivalent to $191,850. If your current salary is above this amount, your salary may be matched.
