Title:
Program Analyst

Job Summary:

KBR is seeking a Program Analyst to join our team. This position supports the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office. The successful candidate will team with other professionals in support of program execution. This position is not eligible for remote work; on-site support is required.

Roles and Responsibilities:
  • Provide comprehensive program and acquisition support to the Advanced Development Contracting Officer's Representative (COR), ensuring alignment acquisition policies and lifecycle management processes.
  • Interface regularly with Integrated Product Team (IPT) leads, government stakeholders, and contractors to support coordinated program execution and acquisition planning.
  • Support development, review, and execution of acquisition documentation, including Statements of Work (SOW), Contract Data Requirements Lists (CDRLs), Acquisition Strategies/Plans, and Integrated Master Schedules (IMS).
  • Oversee fleet-wide configuration management of E2IAB assets fleet-wide, including tracking, auditing, and reporting compliance status to IPT leadership on a quarterly basis.
  • Monitor program cost, schedule, and performance metrics; identify risks and support development of mitigation strategies within the framework of program risk management processes.
  • Document, track, and manage program action items, ensuring proper assignment, prioritization, and timely resolution across stakeholders.
  • Develop and deliver clear concise program briefs, reports, and decision support materials for leadership, acquisition reviews, and milestone events.
  • Support technical and programmatic reviews, including milestone reviews, design reviews, and acquisition decision events.
  • Contribute to evaluation and integration of Engineering Change Proposals (ECPs), Technical Directives (TDs), and avionics/software updates within the acquisition and sustainment lifecycle.


Basic Qualifications:
  • Bachelors Degree in engineering, science, business administration or equivalent experience. 2 years' experience in technical program planning and implementation, contract interpretation, budget development and administration of government projects. Equivalent experience may be substituted for education as follows: 10 years of relevant experience in lieu of a bachelor's degree, or an associate degree with 8 years of experience.
  • Understanding of defense acquisition, program execution, and stakeholder coordination.
  • Familiarity with integrated master schedules, risk management, action tracking, and program performance metrics.
  • Demonstrated ability to independently identify issues, develop recommendations, and communicate effectively with senior Government leadership.
  • Ability to coordinate across cross-functional teams including engineering, finance, contracts, and logistics.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Teams/SharePoint), including data analysis and presentation development.
  • Familiarity with configuration management, asset tracking, and logistics integration.
  • A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years is required and candidate must be eligible for a TS/SCI. A current Top Secret Clearance is preferred.

Work Location: Onsite required.

Compensation: $83,930.00 - $125,840.00. The salary range posted is for Maryland locations. The offered rate will be based on contract affordability, the selected candidate's knowledge, skills, abilities, and/or experience, and in consideration of internal parity.
