Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

Summary:

The Program Analyst III will facilitate procurement of non-expendable supplies for the bureau using multiple sourcing methods. Enter all purchase requests into the Integrated Logistics Management System (ILMS/Ariba) and through the General Services Administration (GSA). Conduct quality inspections of incoming equipment and supply shipments to verify accuracy and resolve discrepancies with vendors.

Responsibilities

Essential Job Functions:

  • Manage and maintain the in-office supply room by replenishing office supplies, fulfilling supply requests, and maintaining an organized supply room on a weekly basis.
  • Assess, transport, and deliver bureau-managed property to and from the Springfield warehouse in coordination with labor services. Coordinate with Bureau A to ensure equipment is safely handled and properly transported.
  • Collect, transport, and dispose of weekly classified waste for the bureau and drop off to the burn unit in HST.
  • Assist with bureau inventory management for WHA domestic and Ft. Lauderdale (FRC). Conduct spot checks using the ILMS Loanable Property Module to update records, reconcile assets, and support execution of the annual inventory. Scan all loanable property and equipment by office location and research prior-year documentation to locate missing assets using location and disposal reports.
  • Provide logistical support for space planning, office moves, renovations, relocations, and facility cleaning or repairs. Maintain and update bureau-managed spaces in the Department's ARCHIBUS space planning system, including reviewing floor plans for office suites and conference rooms. Coordinate site visits with Diplomatic Security (DS), Diplomatic Technology (DT), and contractors, applying specialized knowledge to communicate project requirements effectively. Meet with government officials to assess project requests, analyze needs, and recommend practical, feasible options.
  • Serve as the bureau administrator for the Department's Travel Management System (E2 Solutions) and future travel platforms. Manage user onboarding, including preparation processes, vendor forms, and duty location changes. Oversee system access, account maintenance, and lockout resolution. Provide support and respond to travel-related inquiries as needed.
  • Assess service requirements for conference room spaces and serve as the liaison for IT access to WHA conference rooms.
  • Assist in coordinating the bureau's parking program. Maintain and update the central tracking spreadsheet for WHA parking permits. Review parking justifications for compliance with internal policy, respond to inquiries, and recommend approval or denial of permit requests. Serve as the point of contact between the parking office and WHA staff, providing guidance and communicating with permit holders as needed. Monitor non-payment issues and revoke or issue permits when appropriate.
  • Oversee and coordinate all logistical support for the Front Office and WHA program offices, including vehicles, IT equipment, supplies, labor and lock services, office moves, space reconfigurations or renovations, and mobile devices.
  • Serve as liaison for the Global Chief of Mission Conference (COM), managing all associated logistical requirements. Coordinate with internal Department partners, including Motor Pool, Diplomatic Technology (DT), and Diplomatic Security (DS), to ensure seamless support.
  • Review and track all work orders to ensure timely completion and proper closeout of requests.
  • Maintain and update the WHA/EX/DMS SharePoint site to ensure content remains accurate and current. Responsibilities include compiling requirements and coordinating with the WHA Systems team to implement automated email and response functions. Ensure responses are detailed, aligned to inquiries, and appropriately address topics within Domestic Management Services, including the WHA travel inbox, inventory, motor pool and parking services.
  • Create and manage work orders for facility and building-related services. Track timelines, provide oversight of service requests, report status updates to senior staff, and serve as liaison with service providers and program offices.
  • Serve as Floor Wardens for emergency evacuations and fire drills, directing WHA staff to designated assembly areas.

Qualifications

Necessary Skills and Knowledge:

  • English language (written and spoken)
  • Proficient in Microsoft 365 (Word, Excel, Power Point, Outlook, Teams)
  • Strong analytical and problem-solving skills, with the ability to adapt quickly to changing schedules and shifting priorities
  • Ability to apply critical thinking and work effectively both independently and as part of a team
  • Ability to quickly learn new systems and deliver meaningful results. Proficient in a variety of research methods
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, while meeting deadlines
  • Strong organizational, communication, and interpersonal skills

Minimum Qualifications:

  • Minimum of 3 years of related work experience
  • Must have a Secret clearance

Preferred Qualifications:

  • Bachelor's degree in a related field


Pay and Benefits

The annual salary range for this position is $100,000 to $125,000.
