PRIMARY FUNCTION
The Program Analyst will provide support to the Director of Programs and Senior Managers, and Program/Project Managers and Staff.
ESSENTIAL FUNCTIONS
· Support the Director of Programs and Program Managers with all duties as assigned.
· Performs qualitative and quantitative analyses with particular concentration in Budget/Risk Analysis using EVM techniques, management of cost, schedule, and performance metrics, report generation, interpretation and execution of milestone requirements, deliverables, and risk-identification and management techniques at both the project and program level.
· Plan, establish and review contracts, programs, policies and procedures. Research and resolve contract issues.
· Performs analyses and provides recommendations on matters related to contract performance.
· Update and monitor overhead budgets.
· Collects, analyzes and reports data.
· Makes recommendations based upon quantitative and qualitative analyses
SUPERVISORY RESPONSIBILITIES
This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.

QUALIFICATIONS:
Program Analyst I BA/BS or currently enrolled or High School Diploma or Equivalent with 4-8 years9 technical experience
Program Analyst II BA/BS with 5 years9 experience or High School Diploma or Equivalent with 10-15 years9 experience
Program Analyst III BA/BS with 10 years9 experience or High School Diploma or Equivalent with 20 years9 technical experience
· Previous experience working within an EVMS environment.
· Expertise in Deltek, Cost Point, COGNOS and COBRA.
· Exhibit a thorough understanding of DoD FAR, DFAS CAS, DFARS, and GAGAS.
· Proficient in the MS Office Suite, Microsoft Project, Excel, Access, Outlook, and Word.
· Strong communication and organization skills.
· Previous technical writing and proposal writing experience.
· Previous experience working in a DoD, IDIQ environment.
· Must be able to obtain and maintain Government Security Clearance.
