We are seeking an experienced FOIA Program Analyst to assist the Plans and Program Division and its branches in managing FOIA governance functions including FOIA Online participation, consolidated reporting, coordinator directory maintenance, training compliance, and annual compliance reviews/assistance visits to promote consistent, defensible, and timely FOIA operations across the command. This position will provide program-level oversight and execution support for a Navy FOIA program, serving as the primary FOIA Requester Service Center (RSC) for the command and ensuring subordinate commands comply with Department of the Navy (DoN) FOIA policy and guidance.

What You'll Do
  • Ensure full compliance by the command with DoN FOIA policy and guidance, including the duties performed at the command/activity FOIA coordinator level.
  • Receive, review, log, and track FOIA and Privacy Act requests in a FOIA case management system.
  • Analyze request scope, determine search requirements, and coordinate tasking with Navy program offices and records custodians
  • Ensure maintenance required for FOIA website links (Service FOIA pages, command/activity FOIA pages, FOIA Online, and DoN FOIA policy site) and that public FOIA information remains current.
  • Monitor program performance (timeliness, backlog, data quality), produce metrics, and recommend workflow/process improvements to leadership
  • Provide advisory support and guidance on FOIA workflow, exemptions/redactions, consultations/referrals, and complex request handling, coordinating with legal/security offices as appropriate

What You Bring
  • A bachelor's degree from an accredited university
  • Active DoD Security Clearance at the SECRET level or have held an active clearance in the past 2 years.
  • Familiarity with Secure Release tracking systems for case intake, tracking, documentation and reporting
  • Proficiency with Microsoft Excel and Adobe
  • Experience supporting FOIA program operations, compliance, records management, legal/regulatory support or similar work
  • Strong knowledge of FOIA concepts (request lifecycle, exemptions/redactions, consultations/referrals, appeals support) and ability to apply policy consistently
  • Demonstrated ability to manage multiple priorities, meet deadlines, and maintain accurate documentation and audit-ready case/program records
  • Strong written and verbal communication skills, able to draft professional correspondence, guidance and report inputs

Bonus Points
  • Prior experience supporting DOD or Navy FOIA programs
  • Familiarity with CUI/PII handling, records retention, and coordination with security/classification authorities
  • Experience producing or consolidating annual FOIA reports and managing FOIA metrics
