Summary

You will perform work supporting the Agency on sensitive issues that determine or influence Agency and program policy; responsible for assisting in development, coordination, and evaluation of communication strategies and activities.

Duties

Help

  • The duties may include, but are not limited to:
  • Administers and facilitates internal and external meetings.
  • Assists with developing and organizing background information related to policy recommendations, decisions on long-range plans, proposals, and other program operation matters.
  • Proactively monitors and tracks emerging and high-profile animal welfare cases to draft responses to public complaints, media requests or other highly sensitive issues.
  • Assist with development, coordination, and evaluation of urgent and high-profile communication strategies to ensure program transparency.
  • Assists with the development, monitoring, and implementation of strategic plans, initiatives, and special projects.
  • Collaborates with various program units to ensure timely and consistent management of program data, and performance tracking and measurement principles.
  • Assists in the development of products such as briefings, webinars, fact sheets, informational letters, weekly newsletters, and other communication documents.


Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Project management to assign, coordinate, track, and review assignments with staff across the program and agency.
  • Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
  • Draft documents and provide quality control for materials for senior executive approval (e.g., background information, Congressional Inquiries, Departmental request, and stakeholder inquiries).
  • Prepares recommendations for policies or strategic plans to change the way programs are carried out.


Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
