This position is located in the Office of Public and Indian Housing (PIH), Office of Public Housing and Voucher Program (OPHVP). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.

As a Program Analyst, you will:

  • Conduct detailed analyses of complex functions and work processes of the Section 8 program and makes recommendations for improvement in the effectiveness and efficiency of work operations. Analyze and evaluate the effectiveness of line program operations in meeting established goals and objectives.
  • Evaluate and advise on organization structure, methods and procedures. Research and analyze new or proposed changes to regulations, policies and procedures related to the organization's Section 8 program. Summarize and brief management, prepare comments and recommendations.
  • Develop procedures and systems for assessing the effectiveness of programs management processes.
  • Identify needed financial or programmatic system requirements to ensure tracking and monitoring of Section 8 data is complete and accurate.

  • Must be U.S. Citizen or U.S. National.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes the following:

-Analyzing and evaluating the efficiency and productivity of program operations in meeting established goals and objectives.; AND

- Recommending changes or improvements to programs and management processes.; AND

- Performing studies and developing management procedures or policies; AND

- Identifying financial or program requirements based on data analysis of funding.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
