Knowledge of and ability to apply electromagnetic spectrum (EMS) policy, procedures, and tools, as well as EMS/EW capabilities and limitations to real-world and exercise contingency/crisis action planning, the development of Mission Scenario Events List (MSELs) for exercise support, EMS vulnerability assessments, and integration of EW into military operations. Knowledge of EMS superiority program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. Knowledge of DoD, Joint, Service, national intelligence community organizations, structures, missions, and functions, as well as the interrelationships of entities involved in the overall planning and execution of EMS-dependent military operations and evaluations. Skill in conducting studies and unbiased research, assimilating disparate data, and rendering assessments of the implications of such data; and in preparing recommendations and solutions to military operational and contingency areas related to the DoD's ability to leverage EMS capabilities under conditions of urgency and pressure. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations.
