SummaryIn this position you will lead and manage IT and data system projects that support the National Organic Program and AMS trade activities. - The duties may include, but are not limited to:
- Managing projects for IT systems contracts, cooperative agreements, and other organic agriculture-related technology activities for the program as well as developing and authoring IT contracts.
- Serving as a leader, analyst and advisor in planning and conducting engagement and development work for NOP's organic information technology systems
- Serving as the primary business and requirement analyst in the identification of functional and system requirements and ensures coordination and prioritizing of system requirements meet AMS/NOP needs and align with USDA IT requirements
- Developing and implementing system/software user rollout plans and leading training development and delivery once projects are ready to deploy.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Managing a portfolio or collection of information technology software solutions on behalf of a business or government unit, serving as the user or business representative to drive system completion.
- Developing budgets, contracts, justification summaries, release and sprint plans and summaries, and roll-out plans to support system acquisitions.
- Collecting, aligning, prioritizing and sequencing user-side business requirements and communicating user stories and needs to IT staff and software development teams. (agile development)
