THE POSITION

In this job, you will be studying information and looking for ways to make programs work better for the Bureau of Veterans' Homes (BVH). DESCRIPTION OF WORK
This position supports planning, analysis, and evaluation work for programs and systems used in the Veterans' Homes. It focuses on studying information, improving procedures, and helping teams make informed decisions. As a Program Analyst 3, you will perform the following duties:
  • Program Research: Conduct studies and analyze initiatives to measure program success and align work with agency goals
  • Facility Operations: Address programming procedures, review findings, and prepare recommendations to improve efficiency
  • Grant Coordination: Work with departments to develop grant applications, monitor compliance, and ensure funding requirements are met
  • Data Reporting: Create quarterly and annual reports by analyzing program data and presenting performance metrics
  • Program Evaluation: Design evaluations, develop data collection strategies, and analyze information for complex programs
  • Team Leadership: Lead cross functional teams in studying new products, testing solutions, and preparing summary reports

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Annville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training


Other Requirements:
  • You must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.
  • You must maintain an Automated Installation Entry (AIE) card once it is issued.
