Summary

The incumbent is assigned to the Office of the Managing Director and reports to the Chief Data Officer. The incumbent is responsible for agencywide business process management, process improvement, program evaluation, operational analysis, and organizational performance support across the enterprise. The incumbent leads efforts to evaluate the efficiency and effectiveness of agency processes, identify opportunities for improvement, and recommend changes aligned with agency priorities.

As a Program Analysis Officer,GS-0343-15, you will perform the following major duties:

  • Serve as the Enterprise Business Process Manager responsible for agencywide business process management, process improvement, program evaluation, operational analysis, and organizational performance support.
  • Apply expert knowledge of management and program analysis, business process management, and enterprise operations to evaluate and enhance agencywide business processes, programs, and procedures. Conduct end to end assessments to identify inefficiencies, operational risks, and opportunities for modernization.
  • Use advanced data analysis tools, performance measures, process mapping, Lean/Six Sigma principles, root cause analysis, and other improvement methodologies to diagnose systemic issues and determine the policies, practices, procedures, training, and communication strategies required to achieve organizational outcomes.
  • Lead or support Evidence Act-aligned program evaluations by assessing data quality, measuring program results, identifying performance gaps, and developing practical, actionable recommendations that strengthen evidence-based decision making and organizational accountability.
  • Develop comprehensive reports, business cases, implementation plans, governance approaches, policies, and procedures that improve program effectiveness, operational efficiency, and agencywide performance. Translate analytical findings into clear strategies that guide leadership decisions and drive sustainable change.
