Full Job Description
We are seeking an experienced Product Owner (Health Plan Regulatory Requirements) to lead the strategic and operational delivery of provider-focused transformation initiatives within a healthcare payer environment. This role will act as the bridge between business stakeholders and Agile delivery teams, translating transformation objectives into actionable requirements and ensuring successful execution of provider enrollment, credentialing, contracting, network management, and provider data modernization initiatives.

In this role, you will:
• Own and prioritise the Provider Transformation product backlog, translating business objectives into epics, features, user stories, and acceptance criteria to drive Agile delivery.
• Ensure solutions comply with health plan regulatory requirements (e.g., CMS, state Medicaid/Medicare, NCQA credentialing standards) and payer-provider data standards (e.g., 834/835/837 EDI transactions where applicable).
• Collaborate with Provider Network Operations, Claims, Credentialing, Configuration, and other transformation workstream owners to align priorities and manage interdependencies across the program.
• Define and track transformation success metrics and KPIs (e.g., provider data accuracy, credentialing turnaround time, directory accuracy, process cycle-time reduction) to demonstrate progress against the transformation business case.
• Lead Agile ceremonies, support release planning, and validate delivered solutions to ensure business value and adherence to acceptance criteria.
• Assess current-state provider processes and systems, identify improvement opportunities, and drive transformation initiatives that enhance operational efficiency and provider experience.
• Ensure compliance with healthcare regulations and industry standards while tracking key transformation KPIs, supporting UAT, change management, and successful go-live activities.

What you need to have to be considered
• 5+ years of experience as a Product Owner, within Agile/Scrum environments, with proven product backlog management expertise.
• Demonstrated knowledge of health plan provider operations - provider enrollment, credentialing, contracting, network management, and/or provider data management (Health Net or comparable managed care/health plan experience strongly preferred).
• Experience supporting large-scale business or technology transformation programmes, including roadmap planning, process transformation, and cross-functional dependency management.
• Strong knowledge of healthcare payer/provider operations, including provider enrolment, credentialing, contracting, network management, and provider data management.
• Solid understanding of healthcare regulations and industry standards, including CMS, Medicaid/Medicare, NCQA, HIPAA, and payer-provider data standards.
• Hands-on experience with Agile tools such as Jira, Azure DevOps, or Rally, including writing user stories, acceptance criteria, and managing sprint deliverables.
• Excellent stakeholder management, communication, and facilitation skills, with a Bachelor's degree in a related field; CSPO or equivalent Agile certification preferred.

Salary and Other Compensation:

The annual salary for this position is between $ 81337 to $ 141500 depending on experience and other qualifications of the successful candidate. This position is also eligible for Cognizant's discretionary annual incentive program, based on performance and subject to the terms of Cognizant's applicable plans.
