Summary

Duties

Help

  • You will analyze and evaluate contracting matters while developing and recommending policy guidance for contracting offices, ensuring compliance with regulations and consistent application of procedures across operations.
  • You will review contracting regulations and policies, providing detailed guidance to contracting personnel while ensuring timely dissemination of updates and maintaining accuracy in contract related documentation and decisions.
  • You will participate in the development of contracting policy and processes, representing the organization in meetings and coordinating with higher authority to ensure standard practices and effective communication of requirements.
  • You will respond to data calls from higher authority and other sources by collecting, analyzing, and providing well researched information to ensure accurate and timely responses that support informed decision making processes.
  • You will participate in or lead internal audits and inspections by reviewing contracting actions and ensuring compliance with applicable regulations, policies, and procedures while documenting findings clearly and supporting corrective measures.
  • You will coordinate electronic systems and processes used by the contracting community, providing training, support, and analysis of system data to ensure effective administration and continuous improvement of operational performance.

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a Contracting (CON), Professional acquisition certification within 36 months in accordance with DoD Instruction 5000.6.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.


Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Oversee AND/OR lead complex procurement processes; Develop and/or implement policies; Provide expert guidance, analysis of metrics, AND/OR reporting to senior leaders; Ensure compliance with government regulations for high-value acquisitions.

Recruitment/Relocation expenses reimbursed: Yes-Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy Policy. Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable command policy.
