The Operations Policy and Country Services (OPCS) Vice Presidency plays a central role in shaping the World Bank's operational policy framework and ensuring fiduciary quality across the Bank's investment project financing portfolio. Within OPCS, the Operations and Strategy Unit (OPSOP) leads procurement policy, operational standards, and the development and management of key digital systems that underpin the Bank's procurement function.

OPSOP is seeking an experienced and motivated Procurement Specialist to contribute to the delivery of high-quality procurement support for the procurement change program and fiduciary oversight services across the Bank's operational portfolio. The selected candidate will bring strong operational procurement expertise - with a particular focus on Infrastructure projects - and an interest in and familiarity with the digital and AI tools that are reshaping modern procurement practice.

Duties and Accountabilities

The Procurement Specialist will report to the Manager, OPSOP, and will work closely with the Lead Procurement Specialist and the broader OPSOP team to support the unit's core functions and digital innovation agenda. Across OPSOP's day-to-day operations, the candidate will contribute to procurement policy development, data analysis, operational guidance, and standards; supporting in preparing for OPRC reviews and support in M&E for the Procurement Change Program, support in arranging capacity building programs, support in business outreach and other operational and knowledge products.

Working alongside the Lead Procurement Specialist, the candidate will play a hands-on supporting role in OPSOP's AI agenda - helping explore, test, and document the use of AI tools in procurement operations, including AI-assisted document analysis, risk detection, and portfolio analytics. The candidate will also work with the team for the development of STEP 2.0, particularly its AI-related features, by helping translate operational procurement knowledge and field experience into system requirements, user stories, and functional specifications. The candidate will support the production of related knowledge products, guidance notes, and capacity-building materials.

Selection Criteria
• Candidates must hold a Master's degree or equivalent in a relevant field such as Engineering, Procurement, Supply Chain Management, Law, Business Administration, Public Administration, Finance, Economics, or a related discipline. A professional qualification or certification in procurement (e.g., PMP, CIPS, CPSM, or equivalent) is an asset.
• A minimum of five (5) years of relevant professional experience in procurement and contract management is required, with a demonstrated track record of managing complex procurement processes in a public sector or development finance context.
• Demonstrated, hands-on experience in procurement for Infrastructure projects is required, including Civil Works procurement for transport, energy, water and sanitation, and/or urban development. Experience with FIDIC-based contract arrangements and large-scale works procurement is highly desirable.
• Knowledge of the World Bank's Procurement Framework, including the Procurement Regulations for Borrowers, PPSD methodology, Value for Money principles, and sustainable procurement practices is an advantage. Experience working with procurement frameworks of other Multilateral Development Banks (MDBs) or bilateral donors.
• Experience conducting procurement capacity assessments, market analysis, evidence based data analysis, and procurement reviews is desirable. Experience in at least one of the Bank's regions is an preferred.
• Working knowledge of the Bank's STEP system is advantage and familiarity with e-Government Procurement systems and digital procurement platforms is expected.
• Knowledge of and practical experience with Artificial Intelligence (AI) tools and their application to procurement, contract management, or related operational fields is a distinct advantage. Demonstrated interest or ability in applying AI-assisted tools for document analysis, risk detection, data analytics, or automated reporting in a procurement context is welcome.
• Familiarity with data visualization, procurement analytics dashboards, or business intelligence tools (e.g., Power BI, Tableau) is an asset. Comfort with adopting and piloting new digital tools and contributing to the design of innovative, technology-driven procurement workflows is valued.
• Excellent oral and written communication skills in English are required, including the ability to prepare clear, well-structured analytical documents, reports, and correspondence and to present complex procurement issues to non-specialist audiences.
• Strong interpersonal skills and demonstrated ability to work effectively in a multicultural team environment, build collaborative relationships with diverse stakeholders, manage competing priorities, and deliver high-quality work products under time pressure.
• High personal integrity, sound judgment, and commitment to the World Bank's mission and values are essential.
