Job Description:

Summary

The position of Procurement Project Manager is responsible for preparing, coordinating and executing the purchasing programs and procedures for the project by using business concepts and contract management skills to obtain services and materials for the project. This position will work with senior leadership of the project as well as major vendors to ensure program objectives are met and stay on schedule.

Responsibilities
  • Develop the purchasing needs, legal requirements, and product specifications determined by a department's request.
  • Prepare RFPs by including scope of work, bill of quantities, schedule, draft contract, project budget, specifications and attachments and coordinate with other departments, to verify the accuracy of all documents before presented to the market.
  • Establish a comprehensive procurement plan to define expectations, meet goals and align stakeholders.
  • Analyzes proposals and confirm needed elements such as expiration date, inclusions, exclusions, escalation price etc.
  • Receive bids related to RFPs released to the market, evaluate the data for accuracy, create a comparative chart, prepare and perform a price vs availability analysis, and make final recommendation to procurement manager.
  • Facilitate the creation, review and negotiation comments within each contract and its scope of work between the potential vendor, the requesting departments, legal and executive team to determine final decision.
  • Negotiate with subs, vendors and suppliers to ensure the best price/value for the project.
  • Create comparatives in the Insite system to assign accounts to vendors for payment.
  • Complete account transfers between NTI projects and vendor credit increases in Insite system for payment purposes.
  • Submit final approved draft of contract/change order and approved comparative for document locator internal approvals.
  • Knowledge of engineering principles, construction project management skills, ability to perform material take offs, and ability to read and interpret construction drawings is required to perform the above responsibilities.
  • Perform responsibilities with regards to the approved procurement procedure.
  • Change Orders Analyze, with the related department, the need of a change order to an executed contract, when requested by the Subcontractor / Supplier or by the related department and perform quote comparison for materials/equipment when needed.
  • Suggest vendor/materials to better fit construction needs and production timeline.
  • Ensures maintenance of appropriate documentation and records.
  • Researches market conditions and new products related to project current and future needs.
  • Contributes to consolidation, reduction, and rationalization of the local supplier base.
  • Maintain current and accurate records of all procurement tasks status for company-wide review.
  • Generates PO reports, NTI's subcontractor evaluation, NTI's contract summary report, and NTI's spend/financial reports etc.

Minimum Requirements
  • Bachelor's degree in civil engineering, construction science, or equivalent.
  • Minimum of one (1) year experience in construction contract negotiation/estimating
  • Minimum of two (2) years of experience of progressive responsibility in similar positions.
  • Proficient skills in Microsoft Excel and Word.
  • Excellent written and verbal communication skills.
