Full Job Description
The Opportunity:

Tetra Tech is seeking an experienced Procurement Officer to provide oversight in support of the Puerto Rico Public Housing Administration's (PRPHA) Program Management Services for Permeant Works Program (FEMA). The Procurement Officer is responsible for supporting, administering, documenting, and monitoring procurement and contracting activities for assigned projects.

Position Summary:

The Procurement Officer will ensure that procurement processes are conducted in accordance with applicable federal, state, and local regulations while maintaining transparency, competition, compliance, and proper documentation throughout the procurement lifecycle.

Essential Job Functions:

  • Support the preparation and completeness review of procurement-related documentation included in bid packages.
  • Verify that procurement documentation is consistent with applicable contractual requirements, procurement policies, and regulatory standards.
  • Administer and document procurement processes for the selection and contracting of qualified service providers, including specialized environmental and technical contractors when required.
  • Maintain complete and organized procurement files and supporting documentation.
  • Ensure procurement activities comply with competition requirements, procurement methods, independent cost estimates, cost or price analysis requirements, and contractor responsibility determinations.
  • Coordinate and document suspension and debarment reviews, conflict-of-interest evaluations, and contractor eligibility assessments.
  • Support the development and review of scopes of work, solicitation packages, requests for proposals, invitations for bids, and related procurement documents.
  • Assist with procurement planning and scheduling activities to support project delivery objectives.
  • Coordinate communications with project teams, consultants, contractors, and stakeholders regarding procurement-related matters.
  • Support contract negotiations, award recommendations, contract execution, and contract administration activities.
  • Monitor procurement records and maintain documentation required for audits, compliance reviews, and reporting.
  • Assist in identifying procurement risks and recommending corrective actions to maintain compliance and project schedules.
  • Provide procurement-related reports, status updates, and documentation to project management and leadership teams.

Required Qualifications:
  • Bachelor's degree from an accredited university in either Business Administration, Public Administration, Accounting, Finance, Engineering, or a related field.
  • Minimum five (5) years of professional experience in Procurement, Contract administration, Compliance monitoring, Grants management, Purchasing or contracting services, or Similar procurement-related functions.
  • Experience working with municipal governments, public agencies, housing programs, or community development initiatives.
  • Fluency in English and Spanish, including the ability to prepare professional documents and presentations in both languages.

Preferred Qualifications:
  • Experience with federal procurement regulations and requirements.
  • Knowledge of 2 CFR Part 200 Uniform Guidance.
  • Experience supporting FEMA-funded projects and disaster recovery programs.
  • Experience working with HUD-funded programs and contracts.
  • Knowledge of competitive procurement methods, cost and price analysis, and contract administration practices.
  • Experience preparing and managing procurement files for audits and compliance reviews.
  • Familiarity with contractor responsibility determinations, suspension and debarment requirements, and conflict-of-interest procedures.
  • Strong organizational, documentation, and record-keeping skills.
  • Experience supporting public-sector, infrastructure, housing, or capital improvement programs.

Physical Requirements:

All candidates must be in Puerto Rico to be considered for the position.

Work Environment / Environmental Factors:

This is an on-site position with intermittent travel to job sites or client meetings on the island.

Compensation:

The salary range for this position is $85,000 - $90,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.

  • Employment Type: Full-time (contingent upon award)
  • Work Schedule: Monday-Friday, 8AM-5PM (no expected overtime)
  • Travel Requirements: 5%-10% (around the island)
  • Work Location: San Juan, Puerto Rico
