MANTECH seeks a motivated, career and customer-oriented Procurement Analyst to join our team in Ft Belvoir, Virginia. This is a hybrid position with 3 onsite days per week/as required.

The Senior Principal Acquisition & Contracts Lead serves as a strategic business and acquisition authority, ensuring compliant and effective contract execution in support of the Headquarters Department of the Army (HQDA) Enterprise Cloud Management Agency (ECMA).

This role bridges the gap between technical mission requirements and federal procurement regulations, ensuring that all acquisition activities directly support and enable the Army's cloud adoption strategy and digital modernization priorities. The Lead will provide expert business advice to senior leadership, Program Managers, and technical leads on innovative and compliant acquisition strategies, manage complex contract lifecycles from cradle to grave, and ensure audit readiness across a wide range of contract types.

Responsibilities include but are not limited to:

  • Lead all aspects of federal contract execution, including strategic acquisition planning, acquisition-ready package development, post-award Program Management support, and post-award contract compliance oversight.
  • Serve as the primary liaison and trusted advisor between ECMA technical SMEs and Contracting Officers to ensure proper execution and alignment with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army FAR Supplement (AFARS), HQDA CIO, and agency-specific policies and regulations.
  • Provide strategic guidance to ECMA Government personnel on the structure, content, and administration of diverse contract types including Firm-Fixed-Price (FFP), Time and Materials (T&M), Cost-Plus-Fixed-Fee (CPFF), and Indefinite Delivery/Indefinite Quantity (IDIQ) vehicles, ensuring the chosen vehicle aligns with the technical and programmatic needs of cloud service acquisition.
  • Draft and finalize critical acquisition documentation including Statements of Work (SOWs), Performance Work Statements (PWS), justifications (e.g., exception to fair opportunity, sole source, brand name), acquisition plans, acquisition strategies, DD254, and OPSEC Forms, ensuring all documents are clear, comprehensive, and enforceable.
  • Conduct in-depth market research to identify potential sources and innovative commercial solutions, particularly in the cloud and IT services sector. Assist ECMA personnel with drafting Requests for Information (RFI), guide the technical evaluation of RFI responses, and draft and finalize the Market Research Report.
  • Assist with developing Independent Government Cost Estimates (IGCEs), ensuring they are well-researched and defensible.
  • Draft and finalize Contract Data Requirements Lists (CDRLs) to ensure the government receives all necessary data for effective oversight and management.
  • Develop ad-hoc whitepapers, briefs, and other artifacts for senior leadership to support strategic decision-making as needed.
  • Perform all other activities as assigned.


Minimum Qualifications:

  • High School + 16 years experience; OR Associates + 14 years; OR Bachelor's + 12 years; OR Master's + 10 years; OR PhD + 8 years.
  • At least seven (7) years of position-specific relevant experience in federal procurement or contract management (pre and post award).
  • Extensive hands-on experience leading government procurement programs, including contract structuring, source selection support, and compliance management.
  • Expert-level working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army FAR Supplement, and other federal acquisition policy frameworks.
  • Demonstrated ability to work across functional lines with government program managers, Contracting Officer Representatives, procurement officials, subcontractors, and government points of contact.
  • Skilled in risk analysis, contract execution, and stakeholder communication.


Preferred Qualifications:

  • Experience supporting Army, Department of Defense (DoD), or Intelligence Community programs in Information Technology (IT), cybersecurity, or digital modernization, with a strong preference for experience with enterprise cloud environments or as-a-service models.
  • Professional certifications such as Certified Federal Contract Manager (CFCM), Federal Acquisition Certification in Contracting (FAC-C), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Contracting.
  • Demonstrated leadership experience in DoD or federal contracting environments managing complex contract lifecycles.
  • Experience with Army-specific acquisition processes and systems (e.g., CHESS, Paperless Contract Files - PCF).


Clearance Requirements:

  • Must be a U.S. citizen and have a current/active Secret clearance with TS/SCI eligibility.


Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time.
  • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers via email, phone, and virtual communication.
