Full Job Description
Overview
  • Provide advanced project technical support for multi-disciplinary engineering teams, ensuring technical accuracy, workflow consistency, and on-time delivery across complex analysis projects.
  • Provide business development support with technical expertise, assisting with client engagement and meetings. Working with regional leadership to evaluate clients’ needs and expectations, ensuring clear project objectives and deliverables.
  • Contribute to business development efforts, including proposal development, defining technical scope, and providing level-of-effort estimates for competitive bids.
  • Lead and manage complex hydrologic and hydraulic analysis projects for stormwater, ensuring technical accuracy, regulatory compliance, and on-time delivery for challenging projects.
  • Provide technical leadership and mentorship to junior engineers, improving analysis workflows, quality control processes, and strengthening overall team capability. This includes training and onboarding new engineers and delivering technical training sessions.
  • Serve as a Subject Matter Expert (SME) for FEMA Regulatory Compliance, coordinating effectively with local communities, state and federal agencies to clarify requirements, address technical comments, and ensure defensible engineering outcomes for regulatory compliance.
  • Support as SME advanced hydrologic analysis, including developing rainfall-runoff analysis and empirical flows for watershed and drainage systems, performing gage calibration, regression analyses, future/climate change analysis and peak discharge estimation to support watershed and drainage system hydrology.
  • Support as SME advanced hydraulic analysis, including building and calibrating advanced 1D/2D models for complex systems including drainage systems, river and streams, levees, and alluvial fans.
  • Oversee and conduct comprehensive Quality Assurance/Quality Control (QA/QC) reviews of hydrologic and hydraulic models.
  • Develop innovative ideas and workflow improvements that increase efficiency, reduce production costs, and enhance the consistency and accuracy of analysis efforts.
  • Collaborate with GIS teams to integrate analysis outputs into high-accuracy reporting and mapping products.
  • Support dam breach and Inflow Design Flood (IDF) analysis for dam safety, permitting and flood risk studies.
  • Support stormwater permitting, Erosion & Sediment Control Plans, and water withdrawal permitting.
  • Support practice with the development of standard operating procedures and methods for stormwater analysis
  • Qualifications
    • Bachelor's Degree in Civil or Environmental Engineering, Environmental or Natural Sciences
    • 20+ years of progressive experience in water resources engineering, with a significant focus on hydrologic and hydraulic analyses, particularly related to stormwater management and flood risk.
    • Demonstrated experience in leading complex projects, managing multidisciplinary engineering teams, and providing technical mentorship.
    • Strong verbal and written communication skills for client interaction, stakeholder coordination, technical presentations, and training.
    • Advanced knowledge of industry standard methods for analysis, empirical and physics based.
    • Advanced proficiency in Hydrologic & Hydraulic Analysis: Including advanced 1D/2D; steady & unsteady watershed and drainage system analysis, regression analysis, river and coastal gage analysis, model validation and calibration.
    • Advanced proficiency with or experience with the following Modeling applications: HEC-RAS, HEC-HMS, SWMM (EPA, PC, XP, 022), TUFLOW, RiverFLO-2D, and PeakFQ.
    • FEMA Regulatory Expertise: Extensive experience with the FEMA Risk MAP Program Delivery, Flood Insurance Studies (FIS), DFIRM Production, and FEMA Guidelines & Standards Compliance.
    • Geographic Information System (GIS) Software familiarity and processes: ArcGIS, QGIS, data collection, spatial analysis and management.
    • Data needs for Analysis, collection methods, collection and management including survey.
    • Risk and Vulnerability Assessment, Loss analysis, BCA (FEMA & Corps) development.
    Preferred Qualifications
    • Master's Degree in Civil or Environmental Engineering, Environmental or Natural Sciences
    • Levee/Floodwall Certification & Analysis and dam safety analysis.
    • Professional Engineer license or have or ability to obtain licensure in six months.
    Compensation Range

    An employee019s pay within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
