Job SummaryLead planning, execution, and delivery of highly complex, large-scale capital and environmental remediation construction projects with significant cost, schedule, operational, and stakeholder impact. Accountable for end-to-end project performance, including scope, budget, schedule, risk, and stakeholder management. Serve as the primary point of contact for internal teams, external partners, consultants, contractors, regulatory agencies, and governing bodies. Provides project leadership, drives decision-making, and ensures successful project delivery in alignment with organizational objectives, governance requirements, and project management standards.
Essential Functions- Develop and manage project plans, schedules, budgets, forecasts, and performance metrics to ensure projects are delivered safely, on time, and within budget
- Monitor project progress, costs, and consultant/contractor performance; implement corrective actions as needed to address schedule, budget, or scope challenges
- Identify, assess, manage, and communicate project risks, issues, and changes, ensuring timely resolution and appropriate escalation
- Develop and maintain project management documentation in accordance with organizational standards, regulatory requirements, and industry best practices
- Prepare and deliver project reports, analyses, and presentations for senior leadership, executive governance committees, government agencies, and other key stakeholders
- Establish collaborative partnerships to support project scoping, financial planning, resource allocation, and achievement of project objectives
Minimum Qualifications- Bachelor's Degree or equivalent combination of education, training and/or relevant experience
- Plus 7 years of relevant work experience
Preferred Qualifications- Bachelor's degree in Environmental Engineering, Civil Engineering, Construction Management, Geology, Environmental Science, Business, or a related field; Master's degree preferred
- Plus 9 years of relevant work experience
- Professional certifications such as Project Management Professional (PMP), Professional Engineer (PE), Certified Hazardous Materials Manager (CHMM), or OSHA 40-Hour HAZWOPER certification
Knowledge, Skills, and Abilities- Knowledge of project management principles, methodologies, and best practices for planning, executing, and delivering complex capital and environmental remediation projects
- Experience managing environmental remediation, hazardous waste, civil earthwork, or environmental construction projects
- Knowledge of federal, state, and local environmental regulations, including EPA, OSHA, DOT, and other applicable regulatory requirements
- Understanding of passenger railroad systems, including design, construction, operations, maintenance, safety, accident prevention, and emergency response
- Knowledge of applicable local, state, and federal laws, regulations, and standards governing capital construction and environmental remediation projects
- Understanding of capital and operating budget development, project controls, cost management, forecasting, contract administration, and contract negotiations
- Experience managing consultants, contractors, subcontractors, schedules, budgets, and project deliverables on complex projects
- Proficiency with project controls, cost tracking, scheduling software, construction management systems, Microsoft Project, Visio, and Microsoft Office Suite
- Understanding of Federal Railroad Administration requirements and coordination with public agencies, state and local governments, commuter railroads, freight railroads, and other stakeholders
- Strong verbal and written communication skills, with the ability to present complex information clearly to stakeholders at all organizational levels
- Strong interpersonal, collaboration, and conflict-resolution skills with the ability to build relationships and drive alignment among diverse stakeholder groups
- Ability to interpret and apply laws, regulations, policies, procedures, contracts, budgets, and labor-management agreements
- Ability to exercise sound judgment, analyze complex issues, manage competing priorities, and make effective decisions in a dynamic environment
- Ability to mentor, influence, and support project team members and cross-functional partners to achieve project goals
Environmental Conditions/Physical DemandsThe salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
