Position Summary

The Program Manager, Principal (GIS Strategy and Execution) is a senior individual contributor responsible for owning, representing, and advancing the mission of the Solution Tower for Elevate across PG&E's enterprise modernization portfolio. This role is aligned to all Functional Areas at PG&E and ensures consistency, clarity, and value realization across Functional Areas.

The Program Manager, Principal operates in a badge-less environment and collaborates closely with Product Managers to ensure that business intent, technical design, and delivery execution remain tightly aligned. Together, these roles ensure our solutions are feasible, scalable, secure, and ready for enterprise adoption.

This role communicates to and influences senior leaders without formal authority, and is expected to resolve ambiguity, manage competing priorities, and make informed trade-offs to balance value, risk, complexity, and speed.

The position reports to the Director of GIS Strategy and Execution and serves as the accountable person for cross-functional issues that span organizational, functional, and technology boundaries. The role represents enterprise priorities and outcomes, not a single functional areas agenda.

This position is hybrid, working from your remote office and Oakland office approximately 2 - 3 days per week, or more, based on business needs.

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

Bay Area Min: $144,000

Bay Area Mid: $194,000

Bay Area Max: $244,000

Job Responsibilities
  • Own and represent GIS Strategy and Execution across the portfolio, ensuring clear value propositions, scope definition, and success measures.
  • Ensure alignment and consistency across all Functional Areas, partnering with the Program Leadership Team to integrate business needs and operational constraints.
  • Collaborate closely with Product Managers to align product vision, architecture, sequencing, and delivery plans.
  • Translate enterprise and cross-functional needs into well-defined decisions.
  • Drive cross-functional alignment across Functional Areas, GIS, data, asset management, integration, security, and IT architecture teams.
  • Facilitate structured decision-making by articulating options, dependencies, risks, and trade-offs for program and functional area leadership.
  • Identify, manage, and mitigate cross-functional dependencies and risks that impact Functional Area outcomes or downstream program phases.
  • Coordinate vendor contributions and validate deliverables against solution intent and quality expectations.
  • Support change enablement, adoption planning, and transition readiness for outcomes across all Functional Areas.
  • Track and communicate progress, value realization, and readiness to program leadership and executive stakeholders.


Qualifications

Minimum Qualifications
  • Bachelor's degree in Geography, Computer Science, Engineering, Business, or a related field, or equivalent experience.
  • 10+ years of experience leading complex, cross-functional initiatives in program management, product ownership, or enterprise delivery roles.


Desired Qualifications
  • Demonstrated experience owning outcomes that span multiple Functional Areas, organizations, or technology platforms.
  • Proven ability to operate effectively in highly matrixed, regulated, or large-scale enterprise environments.
  • Master's degree in business administration, Engineering, GIS, or related discipline.
  • Utility or critical infrastructure experience
  • Experience with enterprise GIS, Utility Network, asset management, or platform modernization initiatives.
  • PMP, PMI-ACP, SAFe, or equivalent program or agile leadership certification.
  • Familiarity with PG&E's Elevate and Propel programs and governance model.


Knowledge, Skills, and Abilities
  • Expert knowledge of program and product management with an emphasis on outcome- and value-based delivery.
  • Strong understanding of GIS concepts applied at an enterprise and transformational scale.
  • Ability to think systemically and work horizontally across Functional Areas and technologies.
  • Proven ability to influence senior leaders and align stakeholders without direct authority.
  • Strong executive communication skills, including the ability to synthesize complex information into clear recommendations.
  • Advanced analytical, problem-solving, and decision-making skills in ambiguous environments.
  • Working knowledge of enterprise GIS, data governance, systems integration, and change enablement.
