Position Summary

The Preconstruction Manager is responsible for leading all post-award activities from preferred bidder/award through EPC Agreement execution, LNTP/FNTP, and handover to Operations. This role ensures continuity from the bid phase by preserving commercial intent, managing risk, and translating the awarded proposal into a fully executable project plan.

The Preconstruction Manager serves as the primary owner of EPC Agreement negotiations, constructability alignment, procurement buy-out, and execution planning, setting the project up for safe, predictable, and profitable delivery.

Key Responsibilities

EPC Agreement Negotiation & Commercial Alignment
  • Assume ownership of the project immediately following award or preferred bidder selection.
  • Lead and support EPC Agreement negotiations in partnership with Legal, Business Development, and Executive Leadership.
  • Ensure negotiated contract terms align with:
    • Approved proposal assumptions
    • Pricing and schedule
    • Risk allocation and mitigation strategies
  • Identify and manage commercial, technical, and execution risks during negotiations to avoid scope creep or unintended exposure.
  • Preserve bid intent through contract execution and LNTP/FNTP issuance.


Post-Award Planning & Risk Alignment
  • Maintain and evolve the project risk register from award through FNTP.
  • Coordinate and lead constructability reviews, risk reviews, and execution planning workshops.
  • Manage LNTP activities in accordance with EPC Agreement terms, including scope authorization, billing, and compliance.
  • Ensure Owner contract deliverables are clearly defined, tracked, and met.

Procurement & Buy-Out
  • Partner with Procurement to drive execution of:
    • Purchase and Sale Agreements (PSAs)
    • Purchase Orders (POs)
    • Subcontractor agreements
  • Ensure procurement strategy aligns with contract terms, schedule milestones, and budget.
  • Maintain cost and scope integrity during buy-out.

Operational Readiness & Handover
  • Develop a complete and executable project plan for Operations, including:
    • Design basis and constructability decisions
    • Vendor and subcontractor selections
    • Key commercial and contractual constraints
  • Lead formal handover from Preconstruction to Operations.
  • Support Operations through early execution by providing context to bid assumptions, negotiated terms, and design decisions.

Continuous Improvement
  • Support change order reviews from Award through FNTP.
  • Track buy-out and early execution metrics.
  • Capture lessons learned and provide feedback to Pursuit, Estimating, and Business Development teams to improve future bids.
