The Preconstruction Manager, Leased will work closely with DEC leadership and delivery teams to both negotiate leases and manage leased data center projects from design kick-off through to break-ground on site and contract execution. The Preconstruction Manager will be experienced with procurement, budgets, scheduling, constructability, and negotiation of large-scale, mission-critical data center projects.
Responsibilities
Responsible to negotiate and influence fast-paced lease negotiations with data center developers with an appropriate balance of risk, cost, and schedule
• Responsible for the successful execution of large-scale commercial agreements with external partners from design kick-off through construction start, including coordination of multiple team inputs, evaluation and allocation of risk, and incorporation of commercially responsible terms into construction contracts. Provide continued preconstruction subject matter expertise throughout the life of the construction execution phase
• Lead program management alignment of multiple projects in the preconstruction phase, including programmatic cost, schedule, and risk comparison, and alignment of implementation and constructability approaches across several internal stakeholder teams
• Manage the reporting of project status, risk, budget, and schedule guidance, including reporting key performance indicators for projects in the preconstruction/planning stage and presenting to leadership
• Provide "bid levelling" to analyze prospective external partner responses by analyzing proposal to ensure scope of work is complete and pricing information is accurate including providing a recommendation of successful bidder
• Interface with Engineering to develop scope criteria, budgets, and schedules for new products and projects
• Support our build strategy, including supply chain analysis, vendor selection, and developing a roadmap for procurement and contracts models for new programs
• Lead the development of new processes and tooling as required to support new or existing initiatives as required by the business and operationalize new processes to support new initiatives or improve existing workflows
• Provide a constructability perspective and input into new initiatives or ideas, and influence the implementation plan, or provide critical considerations to be accounted for in total cost of ownership (TCO) analysis
• Maintain industry connections and develop a database of prequalified external partners or potential new partners for design, engineering, and construction services
• Evaluate change management implications from a preconstruction and commercial accountability perspective within the delivery organization, and drive feedback loop efforts to incorporate change mitigation strategies into future designs and agreements. • Partner with the Contracts Management team to ensure that partners are delivering under the proper agreements with the correct commercial terms
• Lead and influence stakeholders on high-impact initiatives across our delivery organization and broader design/engineering and construction teams to de-risk project delivery (i.e., labor availability/productivity, competition for talent.)
• Coordinate daily with cross-functional partners both inside and outside the company, prioritizing requests based on project impact and deadlines, both inside and outside the company
Minimum Qualifications
• Bachelor's degree in construction management, or equivalent technical degree and/or 10+ years of direct professional experience in Commercial Management, Construction Management or equivalent
• Bachelor's degree in a directly related field, or equivalent practical experience
• Experience leading cross-functional teams to align on project scope, schedule, and deliverables through structured communication (e.g., status reports, stakeholder meetings, written proposals)
• Experience with large capital projects, leased data center development, ground-up construction, and greenfield site development as well as retrofit construction
• Experience in all aspects of preconstruction: budget development, scheduling, change management, risk management, negotiation, and contract administration
• Experience in construction schedules, costs, supply chain analysis, risk analysis, labor markets, project cash flows, and commercial contract terms and contract delivery methods
Preferred Qualifications
• General contractor and / or trade contractor experience including field and office
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Mission Critical/ Data Center experience is preferred in addition to hyperscale builds
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• International development experience
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
