Job Summary

The Pre-Construction Executive provides senior-level leadership and strategic oversight for large, complex mechanical pursuits from initial design concept through completion of construction documents. This role serves as a critical bridge between internal preconstruction and engineering teams with external project stakeholders—including Owners, General Contractors, Architects, and Engineers—to ensure financial success, constructability, and client alignment throughout the design phase.

 

This position partners closely with the Director of Pre-Construction, Pre-Construction Managers, and Pre-Construction Engineers and is expected to possess a deep understanding of each role’s responsibilities and technical capabilities. The Pre-Construction Executive actively guides estimating strategy, design development, value engineering, and budget evolution while leading high-level customer conversations, including those involving difficult financial or scope-related decisions. The role is also responsible for driving early client engagement and supporting business development efforts that position the company for long-term growth.

Essential Duties

Preconstruction & Design Leadership

  • Lead large, strategic project pursuits from early concept through construction documents, ensuring alignment of design intent, constructability, and financial objectives.
  • Direct and coordinate preconstruction activities including conceptual budgeting, design-assist and design-build estimating, cost modeling, and value engineering.
  • Serve as the primary integrator between estimating, engineering, operations, and external design teams throughout the design phase.
  • Guide internal teams in identifying scope gaps, constructability risks, schedule impacts, and cost drivers early in the design process.
  • Ensure timely, accurate tracking and communication of all budget updates, estimate iterations, and design changes.

Financial Strategy & Risk Management

  • Maintain ownership of project financial strategy during preconstruction, including budget development, escalation assumptions, contingency strategy, and risk posture.
  • Evaluate project financial exposure and opportunities; clearly communicate risks, assumptions, and mitigation strategies to leadership and clients.
  • Drive cost-savings initiatives and value engineering solutions while preserving system performance,quality, and long-term value.
  • Support GMP development and pricing strategy in collaboration with the Director of Preconstructionand Preconstruction Manager.

Client & Stakeholder Engagement

  • Act as a senior point of contact for Owners, General Contractors, Architects, and Engineers duringdesign and preconstruction.
  • Lead high-level client meetings, scope reviews, design coordination sessions, and executivepresentations.
  • Navigate and lead difficult customer conversations related to budget constraints, scope alignment,schedule impacts, and design challenges with professionalism and credibility.
  • Strengthen long-term client relationships through transparency, technical expertise, and consistentdelivery of value-added solutions.

 

Business Development & Growth

  • Support business development efforts through early client engagement, pursuit strategy development,and proposal support.
  • Assist in identifying new opportunities, shaping project delivery approaches, and differentiating thecompany through preconstruction leadership.
  • Participate in client interviews, pursuit presentations, and relationship-building activities that drive futurework.
  • Provide feedback to leadership on market trends, client expectations, and competitive conditions.

 

Team Integration & Mentorship

  • Work closely with the Director of Preconstruction, Preconstruction Managers, and PreconstructionEngineers to align strategy, staffing, and technical execution.
  • Provide mentorship and technical guidance to preconstruction and operations staff, reinforcing bestpractices and consistent standards.
  • Support seamless transition of projects from preconstruction to operations, ensuring clarity of scope,assumptions, risks, and opportunities.
  • Support team members across TD’s offices, creating alignment and consistency in customerexperiences
Minimum Requirements
  • Bachelor’s degree in Construction Management, Mechanical Engineering, or related field required.
  • Professional Engineering (P.E.) license is preferred, but not required
  • 12-20+ years of progressive experience in mechanical estimating and preconstruction, with at least 5 yearsin a client facing role.
  • Expert-level knowledge of mechanical construction systems, including HVAC, plumbing, and processsystems across commercial, institutional, and industrial markets.
  • Deep understanding of design-assist and design-build delivery methods, constructability analysis, and valueengineering.
  • Strong financial acumen with proven ability to develop, analyze, and communicate complex budgets and costmodels.
  • Demonstrated experience leading large, complex preconstruction efforts with multiple stakeholders andevolving design.
  • Exceptional communication skills, including the ability to lead executive-level client discussions and presentdifficult information clearly and confidently.
  • Proven ability to influence design and procurement decisions through technical expertise and financialinsight.
  • Strategic mindset with the ability to balance client goals, company risk, and long-term profitability.
  • Strong leadership presence with the ability to collaborate across disciplines and mentor senior-levelpreconstruction staff.
  • Skilled in business development, client engagement, and pursuit strategy.
  • High proficiency in estimating tools, Microsoft Excel, Bluebeam, and preconstruction technology platforms.
  • Ability to manage multiple high-value pursuits concurrently while maintaining accuracy, responsiveness, andstrategic focus.
  • Operates with executive judgment, accountability, and a proactive, solutions-oriented approach.
