Duties

Help

  • You will serve as a PRECISION STRIKE PLANNING ANALYST in the N3 Operations Department of Cruise Missile Support Activity Atlantic (CMSA LANT), Naval Support Activity (NSA) Hampton Roads, Norfolk, Virginia.
  • You will be a Navy certified TLAM weaponeer and expert in target analysis, aim point development, and weapons effect calculations (weaponeering) for Tomahawk Land Attack Missiles (TLAMs) and Conventional Prompt Strike (CPS).
  • You will lead the production of electronic targeting folders ensuring accuracy and completeness and policy compliance of all materials necessary to support cruise and hypersonic missile strike planning.
  • You will lead the evaluation of target nominations and reviews of target lists sourced for TLAM and CPS/ Long-Range Hypersonic Weapons (LRHW) missiles to ensure nominations contain sufficient targeting data to permit mission planning.
  • You will develop methods to measure quality control of tasked targets assigned to other division personnel and techniques to validate production data.

  • Must be eligible for, and maintain eligibility for, a final TOP SECRET clearance for access to Sensitive Compartment Information (SCI) and Special Access Programs (SAP).
  • Execution of an SCI Non-Disclosure Agreement is required, and satisfactory polygraph examinations are required on a recurring basis.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.


Qualifications

GS-13:

Your resume must also demonstrate at least one year of experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying a wide range of concepts, principles, and practices pertaining to TLAM and HSW system targeting, weaponeering, geopositioning, distribution and execution processes and procedures and of weapon systems complimentary to TLAM and HSW sufficient to effectively develop hypotheses, theories, collaborate, integrate, adapt, influence and significantly impact the operational plans and strategic policy decisions supporting POTUS, SECDEF, and the supported Joint Task Force or Geographic Combatant Commanders.
  • Experience utilizing kinetic damage mechanisms of the TLAM and HSW warheads sufficient to apply and evaluate and address established theoretical risk to current and projected operational areas of interest. Decisions are made that significantly influence the weaponeering planning models. Assessments will be presented to operational staff for their consideration in developing appropriate course of action options.
  • Experience devising solutions sufficient to monitor, track, report, and minimize risk or defeat. Intensive knowledge of current and future designs of Tomahawk Theater Mission Planning Center (TMPC) Architecture related to navigation and geospatial data processes associated with TLAM and HSW planning necessary to analyze and integrate current and evolving GEOINT and Multi-Int technologies and solutions into the mission planning process as well as the weapon systems configuration management roadmap.
  • Experience operating the standalone and enterprise navigation, imagery, and geospatial data systems, and understanding of complex data technologies and related computer architectures supporting TLAM and HSW mission planning sufficient to meet or exceed command mission planning production goals, as well as to mitigate external systems and services support upgrades and outages. Able to evaluate, determine, and apply solutions to resolve system failures and enable continuous mission planning efforts across two distinct classification domains, over sustained periods of time.
  • Experience handling the authorities, constraints, and functions of supported Combatant Commanders, Joint Staff, Chief of Naval Operations, U.S. Numbered Fleets, Naval Air System Command program managers, Combat Support Agencies, and understanding of the Combat Air Operations Center integration and synchronization applicable to TLAM, HSW and CMSA operations necessary to effectively represent and convey the Command's mission, vision, goals, capabilities, and requirements to senior personnel across significant organizational structures.

Education

Undergraduate and Graduate Education: Major study accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
