PRACTICE ANALYST Reference No. SSTS-QA-PA-0726

PURPOSE: Reporting to the Quality Assurance Director, the Practice Analyst is responsible for supporting quality

assurance, continuous quality improvement and culturally grounded practice within Stsi'elh Stuhw tu Smun'eem.

The Practice Analyst evaluates child and family service delivery, monitors compliance with applicable legislation,

organizational policies & practice standards and provides recommendations that strengthen service delivery and

promote positive outcomes for Quw'utsun smun'eem, youth, young adults and families.

Working under Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem (Laws of the Cowichan

People for Families and Children), the Practice Analyst collaborates with leadership, staff, community members

and external partners to promote culturally safe, trauma-informed and accountable practice while supporting

continuous learning and organizational excellence. This is a full-time permanent position performed primarily in

an office with occasional travel throughout Sts'ilh Stuhw tu Smun'eem' service area.

COMPENSATION AND BENEFITS: Cowichan Tribes offers excellent health and dental benefits and pension plan,

with benefits eligibility beginning after one month of employment and pension plan eligibility after three months.

The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position

starts at $49.43-$52.41 per hour ($89,966.06 - $95,378.42 annually).

RESPONSIBILITIES:

Support Quality Assurance & Continuous Improvement
• Support the development, implementation and continuous improvement of an outcomes-based quality

assurance framework
• Conduct quality assurance reviews, file reviews, administrative reviews and practice evaluations to assess

service quality and compliance
• Evaluate child and family service practices to ensure compliance with legislation, delegated authority,

organizational policies and professional practice standards
• Collect, analyze and interpret qualitative and quantitative information to evaluate service delivery, program

effectiveness and client outcomes
• Identify trends, systemic issues and organizational risks and provide recommendations to strengthen service

delivery
• Prepare reports, findings and recommendations that support operational and strategic decision-making
• Monitor quality improvement initiatives and track implementation of recommendations arising from

reviews, audits and investigations
• Promote evidence-informed practice and a culture of continuous quality improvement
• Other related duties as required

Monitor Practice & Service Delivery
• Review the provision of services to smun'eem, youth, young adults and families to ensure services are

culturally responsive, effective and accountable
• Monitor delegated child welfare practice and provide recommendations that strengthen service quality and

legislative compliance
• Participate in case consultations and practice discussions to promote consistent application of legislation,

policies and best practices
• Review reportable incidents, including critical injuries and critical incidents involving children receiving

services
• Identify emerging risks and recommend corrective actions to improve practice and service outcomes
• Support organizational accountability through objective monitoring and evaluation of child and family

services
• Other related duties are required

Policy Development
• Support the development, implementation, review and continuous improvement of policies, procedures,

standards and practice guidelines

• Assist with implementing Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem for

families and children throughout service delivery
• Research legislation, emerging trends, Indigenous child welfare initiatives and leading practices to inform

continuous quality improvement
• Develop recommendations that strengthen culturally grounded, trauma-informed and family-centered

practice
• Participate in program evaluation and organizational planning initiatives
• Other related duties as required

Collaboration, Education & Community Engagement
• Collaborate with leadership, staff, community members and external partners to strengthen quality

assurance initiatives and coordinated service delivery
• Facilitate respectful dialogue and collaborative problem-solving that supports positive outcomes for

Quw'utsun families
• Provide coaching, consultation and education to staff regarding quality assurance processes, practice

standards and continuous quality improvement
• Promote the integration of Quw'utsun culture, language, values and traditions throughout child and family

service delivery
• Support community engagement initiatives that strengthen organizational accountability and relationships

with Quw'utsun families
• Other related duties as required

Professional Practice
• Maintain accurate documentation, reports and quality assurance records
• Ensure information is managed in accordance with applicable privacy legislation, organizational policies

and confidentiality requirements
• Exercise sound professional judgment when reviewing sensitive child and family information
• Participate in ongoing professional development to maintain current knowledge of legislation, delegated

Indigenous child welfare, quality assurance and evidence-informed practice
• Other related duties as required

EDUCATION AND EXPERIENCE: (please attach all required documents)
• Bachelor Social Work, Bachelor of Child & Youth Care or a bachelor's degree in a related Human

Services discipline required; or
• Master's Degree in Clinical Psychology, Counselling Psychology, Education or Counselling combined

with child welfare or family services experience preferred
• An equivalent combination of education and directly related experience may be considered
• Minimum 5 years of progressively responsible experience within child and family services required
• Experience conducting quality assurance reviews, program evaluation, audits or continuous quality

improvement initiatives required
• Experience preparing analytical reports and presenting recommendations to leadership required
• Satisfactory Criminal Record Check, including a Vulnerable Sector Check required
• Valid Class 5 British Columbia Driver's License required

KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of Snuw'uy'ulhtst tu Quw'utsun Mustimuhw 'u tu Shhw'a'luqw'a' 'i Smun'eem
• Knowledge of Quw'utsun culture, language, values and traditions, or a willingness to learn
• Demonstrated knowledge of delegated Indigenous child and family services, child welfare legislation

and professional practice standards
• Knowledge of trauma-informed, culturally safe and family-centered practice
• Strong analytical, research, critical thinking and problem-solving skills

• Ability to interpret legislation, policies, standards and complex information
• Ability to collect, analyze and interpret qualitative and quantitative data
• Excellent written, verbal, facilitation and interpersonal communication skills
• Ability to prepare comprehensive reports, recommendations and presentations
