Full Job Description
The Air Force Civilian Service (AFCS) is looking for a full-time civilian Research Analyst, GG-0343-13 located at the Concepts, Development, and Management Office (CDM) within the National Capital Region, Fairfax, VA.

Salary Range: $121,000 - 138,000

Relocation and recruitment incentives may be available based on eligibility.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

In this position, you will serve as a Research Analyst for the Office of Commercial and Economic Analysis (OCEA). This position is established in direct support of the analytic and advisory mission led by the Director of Portfolio Management, reporting to HQ USAF, within one of several sectors or technology-focused portfolios. We're hiring a dynamic "player-coach" to support budgeting, forecasting, contract management! Reporting to the Business Ops Lead, you'll align funding with Department of the Air Force (DAF), Secretary of the Air Force/Office of Competitive Activities (SAF/OC), OCEA goals. We need a strategic thinker well-versed in DAF equities commercial sector interactions, capable of driving stakeholder action through clear plans deadlines.

Ability to obtain/maintain a Top Secret/SCI Clearance

The incumbent must be adept at providing relevant and timely research that identifies potential intersections across commercial and military interest to illuminate market size, growth, value drivers, segments (often by customer type, technology, or use), sensitivities, trajectory within the existing and planned market segments in order to communicate what the commercial focus of the market is today and into the future.

The incumbent works in a sensitive politico-commercial military environment and must possess the innate ability to quickly grasp the gravity of any given situation, formulate a plausible solution, and be able to present ideas to and discuss matters with senior-level management.

Comprehensive knowledge of DAF and DoD organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide organizational situation awareness.

The incumbent must be able to analyze information and data, and assess progress of companies, markets, programs, projects, and processes; identify areas needing emphasis, summarize organizational status succinctly to leadership and provide guidance and leadership in implementing effective methods to resolve problems, correct deficiencies, evaluate support to management and assure that the management objectives are being met.

Desired Experience: Commercial/Economic Analysis, Corporate Finance, Equity Research, & Geopolitical Analysis, Financial Modeling, Business Intelligence, Project Management, and Contract Management. Expertise in corporate finance, budgeting, cash flow pro forma, contract management, and project management workflow execution. Hands-on skills in financial analysis to drive strategic insights.
