Salary Range G: $43.68 hourly to start. Full Range: $90,847-$137,414 annually

Position PurposeAs a member of the Property Management leadership team, this position provides oversight of the day-to-day operations of an assigned housing portfolio. Most of the properties in HASCO's portfolio have financing requirements and/or subsidized rent. This position may be performed in partnership with third party property management companies.
Essential Job Duties and Responsibilities - Reviews operating statements on a monthly basis to assure the agency is receiving expected financial results.
- Review Weekly Reports making decisions on property needs based on occupancy, delinquency, safety and major projects.
- When working with third party management companies, review and present bids to the Director for approval.
- If working within the internally managed portfolio, develops leases and/or rules and regulations required for operation of the complexes. When working with third party managed properties, will audit leases and/or rules and regulations in tandem with representatives from the property management companies.
- May issue legal notices and collaborates with the team to coordinate eviction actions.
- Inspect all exterior building components and units annually with the assigned team to regularly ensure they are maintained to HASCO standards.
- If working with the internally managed properties, will work with Maintenance to determine facility needs. Within the third-party managed portfolio, the property management companies manage maintenance and facility needs - incumbent may review reports related to these needs. Assists in the development of short- and long-term capital improvement plans for projects.
- Monitors compliance with financing requirements. Ensure WBARS or combined funder reports are in compliance with the regulatory agreements. Ensure lender responses are timely and accurate
- Basic knowledge of Manufactured Home Parks property management.
- Alerts the Director of Property Management to potential management problems including tenant disputes, criminal activity or community liaison issues.
- Will meet with third-party property management companies monthly when working within the third-party managed portfolio.
- Provides supervision, instruction and guidance to assigned staff, distributing work, conducting performance reviews and responding to personnel issues.
- Plans, schedules and coordinates the work of assigned staff.
- Work collaboratively with the Property Management team, third-party property management companies, and with HASCO departments by participating in team meetings, establishing clear communication, engaging in departmental projects and establishing strong working relationships.
- Master and remain current on rules and regulations for Property Management programs. If working within the internally managed portfolio, will work on implementing program and/or regulation changes. If working within the third-party managed portfolio, will review reports and help ensure the companies remain current on program rules and regulations. Maintains and revises forms and manuals as needed for internally managed properties.
- Assists employees in other departments by answering questions, locating information, and explaining procedures, policies and/or schedules.
- Coordinates the division's activities with other programs in the department and other HASCO departments as appropriate.
- Performs all duties of subordinate level employees as required.
- Other assigned duties related to the general functions described above.
Supervisory ResponsibilitiesResponsible for supervising assigned staff and providing back up supervision for other staff as needed.

- Valid Washington State Driver's License and acceptable driving record at time of appointment and throughout employment are required in this position.
Education and/or ExperienceFour years' experience in a public or private corporation with increasing levels of responsibility or technical training including supervision and budget control; or any equivalent combination of education, advanced training and previous work experience that provides the required skills, knowledge and abilities. Experience working in property management preferred. Bachelor's Degree preferred. Relevant work experience may be substituted for educational requirements.

Computer SkillsStrong computer skills especially Microsoft Excel, Outlook, SharePoint and Word. Ability to work effectively with specialized software applications.

While performing the duties of this job, the employee is required to regularly sit, talk and/or hear. The employee is frequently required to use hands to finger, handle or feel. The employee is occasionally required to reach with hands and arms, climb or balance, twist at the waist, stoop, kneel, crouch and/or crawl. The employee must also occasionally lift and/or move up to 25 pounds. The ability to walk properties for up to eight hours including interior units and stairs. Specific vision abilities include close vision.
Work will be a hybrid position performing work at the main office in Everett, WA, remotely, and at HASCO owned housing complexes and will be in an indoor office environment. Incumbent will be required to physically visit the office to perform duties with or for others on the team and needs to be located within Western WA. While performing the duties of this job, the employee is required to frequently inspect the grounds and common areas and may be exposed to ongoing construction and various weather conditions. The employee will drive a vehicle to and from work sites in a variety of weather conditions.
