Position Summary

The Portfolio and Performance Management Analyst matures the customer's IT portfolio management capability and provides the performance measurement, value-realization tracking, and analytics that enable leadership to understand portfolio health and the business value delivered by IT investments. The role operates demand intake and prioritization, supports application and investment rationalization, and develops the dashboards and reporting that track performance against performance goals.

Key Responsibilities
  • Operate a centralized, standardized demand intake and management capability - capturing investment requests through standardized business-case templates, applying defined prioritization scoring criteria, and routing requests through governance stage-gate checkpoints.
  • Provide workflow visibility into status, approvals, and decision history, and enable reporting on demand volume, prioritization, and disposition within ServiceNow for use by FDIC stakeholders.
  • Support resource and capacity planning, application and investment rationalization, and tracking of portfolio health, risk, and total cost of ownership.
  • Measure investment performance against CIOO strategic goals and track the business value delivered by IT investments.
  • Define benefit-realization measures and key performance indicators, and support FDIC Performance Goals (FPG) / Annual Performance Goals (APG) tracking and quarterly and annual performance reporting cycles.
  • Develop and maintain portfolio health and performance dashboards and automated value reporting that provide leadership insight into delivered business value.
  • Integrate portfolio and performance data with reporting and analytics tools (e.g., Power BI) and enable FDIC staff to maintain dashboards independently.

Required Qualifications
  • Bachelor's degree in information technology, business, data analytics, or a related field.
  • Five (5) or more years of experience in IT portfolio management, performance measurement, and/or data analytics and dashboard development.
  • Demonstrated experience with demand intake and prioritization, application/investment rationalization, and portfolio health and risk tracking.
  • Experience defining KPIs and benefit-realization measures and producing performance and value reporting.
  • Strong analytics and dashboard development skills (e.g., Microsoft Power BI), with the ability to integrate data from multiple sources.

Preferred Qualifications
  • Hands-on experience with ServiceNow Strategic Portfolio Management (SPM) demand and portfolio capabilities.
  • Experience supporting performance reporting in a federal environment (e.g., agency performance goals).
  • Familiarity with organizational change management and value-realization frameworks.
  • Relevant certifications in portfolio management, data analytics, or business analysis.
