As a Policy & Program Officer at the GS-0301-15 some of your typical work assignments may include:
- Responsible for the management, policies, business operations, program formulation, and program execution of the organization within the constraints of
applicable legislation, Office of Management and Budget (OMB) regulations, and Office of the Secretary of War (OSW) policy guidance. - Responsible for all business operations, which encompass Human Resource
management, travel, training, records management, facilities, risk management, and internal controls. - Oversees all resource allocation necessary for mission success. The resourcing strategy must adopt a flexible approach to accommodate changes mandated by political leadership and the DoW strategic plan.
- Responsible for providing guidance and oversight for R&T enterprise business
operations. This includes, but is not limited to, facilities management, information technology (IT) support, human resources and performance management, continuity of operations, budget formulation and execution, acquisition, audit readiness, supplies, purchase card operations, as well as leadership development and training. - Tasked with possessing a comprehensive understanding of DoW policies, PRMA policies, and procedures. Will develop internal processes and programs that not only comply with current policies and fiscal laws but also adapt to the evolving requirements of the mission and strategic landscape.
- Assists the Director in formulating program objectives and milestones, supervises the assessment and evaluation of these goals, and oversees the risk management and internal controls program (RMIC).
- Provides sound judgment and ethically uncompromising recommendations for all resource management issues (resource and contract management oversight). The incumbent is directly responsible for optimizing the support functions of resources and management to ensure the organization meets all fiduciary responsibilities and audit readiness.

QualificationsYou may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
- Strategizing, justifying, and defending an annual budget exceeding $80 million, including the complex redistribution of $40 million to the Military Services, Military Criminal Investigative Organizations, and the military justice system. In addition, executing the Congressional appropriation processes to negotiate earmarks and reprogramming of funds at the highest levels of government.
- Synchronizing disparate business operations, ensuring the directorate possesses the agile, foundational architecture required to respond rapidly to shifting political and strategic DoW priorities.
- Analyzing emerging legislative intent, evaluating the geopolitical landscape, and forming an accurate hypothesis regarding which primary prevention and readiness initiatives must be expanded, restructured, or eliminated.
- Applying evaluation and measurement techniques in performing financial management, budget formulation and execution, acquisition planning, internal controls (FIAR) necessary to execute those missions.
- Executing organizational management, workload measurement, resourcing, management and program analysis.
- Overseeing support to Department of War Sexual Assault Prevention and Response and the Integrated Primary Prevention missions within the Office of the Secretary of War.
