Overview

CVP is seeking a Policy Education and Committee Training Lead to oversee the development, maintenance, update, and delivery of OPTN policy education materials and committee training/onboarding resources. This role will support HRSA’s OPTN Policy Process and Committee Support Services work by translating complex policy, clinical, operational, regulatory, and governance content into clear, accessible, role-based education materials for patients, the public, OPTN committee members, HRSA, OPTN contractors, OPTN members, and other stakeholders.

 

This role will lead both policy education materials and committee training and onboarding support. The selected candidate must be able to work from HRSA-provided baseline materials, including source files, interactive eLearning modules, and training videos, and maintain or update those materials using the required software tools. 

Responsibilities
  • Lead development and maintenance of the OPTN Policy Education Plan and related policy education materials
  • Lead development and maintenance of the Committee Training and Onboarding Plan
  • Create, update, and maintain education and training materials using HRSA-provided baseline materials and source files
  • Translate complex OPTN policy, clinical, operational, regulatory, and governance content into plain-language education products
  • Develop education materials that explain policy purpose, goals, requirements, governance expectations, expected impacts, operational implications, and stakeholder actions
  • Develop role-based onboarding and refresher training for OPTN committee members, workgroup members, committee leaders, patient/public representatives, SMEs, and other participants
  • Support onboarding and annual refresher training before committee members participate in policy deliberations
  • Develop and maintain slide decks, FAQs, infographics, videos, microlearning units, implementation job aids, quick-reference guides, scripts, facilitator notes, and training materials
  • Coordinate with HRSA, OPTN committees, policy liaisons, committee coordinators, SMEs, communications staff, data staff, IT/platform staff, and other OPTN contractors to ensure accuracy and consistency with approved policy language
  • Maintain version-controlled training materials, training records, attendance logs, source files, and review documentation in the HRSA-approved repository
  • Ensure materials are accurate, current, plain language, accessible, Section 508 compliant, and suitable for public dissemination or committee use
  • Manage COR review cycles, comment tracking, feedback incorporation, approvals, and updates within required timelines
  • Support posting or maintenance of education and training materials through OPTN360 or other HRSA-approved platforms
  • Maintain consistency across materials using templates, style guides, glossaries, approved source content, file naming conventions, and version control practices
Qualifications
  • Eligible to obtain a Public Trust (U.S. Citizenship Required)
  • Bachelor’s degree required
  • 4+ years of experience in instructional design, eLearning development, healthcare education, public health education, policy education, committee training, stakeholder education, communications, or a related field
  • Experience developing and maintaining education or training materials for healthcare, public health, regulatory, policy, federal, or similarly complex audiences
  • Experience translating technical, clinical, policy, regulatory, or operational content into plain-language education materials
  • Experience developing role-based onboarding, refresher training, webinars, slide decks, job aids, FAQs, scripts, facilitator notes, implementation guides, infographics, videos, or microlearning products
  • Experience working from existing source files and baseline training materials to update, maintain, improve, and version-control education products
  • Experience managing review cycles, tracking comments, incorporating feedback, and maintaining approval/version histories
  • Experience developing Section 508 compliant or Section 508-ready materials
  • Strong writing, editing, instructional design, organization, stakeholder coordination, and quality control skills
  • Ability to lead an education workstream while coordinating with policy, committee operations, communications, data, technical, and Government stakeholders

Preferred Experience

  • Experience supporting HRSA, OPTN, transplant, organ donation, healthcare quality, patient safety, clinical operations, or federally regulated healthcare programs
  • Experience developing education materials tied to policy implementation, committee operations, public-facing policy education, stakeholder training, or governance expectations
  • Experience with OPTN360 or similar Microsoft 365-based collaboration, committee management, workflow, or policy tracking platforms
  • Experience applying federal plain-language standards and Section 508 accessibility requirements to public-facing and internal training materials
  • Experience maintaining training records, attendance logs, refresher training cycles, and committee onboarding documentation
  • Experience coordinating with communications, IT, policy, data, and education teams to produce approved stakeholder-facing materials
