Title: Policy Analyst, Benefits Management
Salary: $68,263- $81,062- $93,861 per year (pay range explained below)
Contract: Permanent
Hours: 8:30am -4:30pm Mon-Fri (core hours 9am-3pm Mon-Fri)
Location: Alberni office, Metro Vancouver office, located on the traditional, ancestral, and unceded territory of the Coast Salish Peoples, including the territories of the Musqueam, Squamish, and Tsleil- Waututh Nations. Please note, this role will be relocating to our new office building in North Vancouver on Tsleil-Waututh Nation (TWN) land, south of Mount Seymour Parkway in Spring 2027.
About the roleAs the Policy Analyst, Benefits Management you will lead policy analysis, research, program evaluation, and strategic planning activities to support the development, modernization, and continuous improvement of FNHA Health Benefits programs, including Pharmacy, Dental, Medical Supplies & Equipment, Vision Care, Mental Health Counselling, and Medical Transportation. The role provides evidence-based advice and recommendations to support benefit policy, program design, service delivery, and health outcomes for First Nations people in BC.
About youTo be successful in this role you will have/be;
Education & Occupational Certification, Experience- A bachelor's degree in public policy, Public Administration, Health Administration or Health Sciences or an equivalent combination of education, training and experience
- Master's degree in public policy, Public Administration, Health Administration, Public Health, Health Economics or Health Policy (ASSET)
- 3-5 years' experience in research, analysis, policy development and report preparation related to the Health or Social services sector
- Experience working with First Nations leadership and communities
- Experience conducting complex policy analysis and developing recommendations for senior decision-makers (ideally in the health sector or with First Nations issues and priorities)
- Experience interpreting quantitative and qualitative data to support program and policy decisions
- Experience in research and community engagement or consultative processes
Knowledge- Knowledge of health benefits as it relates to First Nations
- Knowledge of BC First Nations communities, their health governance model and issues facing them relative to health and wellness
- Knowledge of health policy, program evaluation, and evidence-informed decision-making methodologies
- Knowledge of federal and provincial health systems and the roles of First Nations partners and organizations

The Pay Range is the minimum and maximum annual salary based on full-time equivalent hours.
Incumbents are typically hired, transferred or promoted between the minimum and midpoint of the range based on their knowledge, skills, abilities and experience in relation to the role requirements.
The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level. Internal employee compensation will be determined as per the FNHA Employee Total Compensation Policy.
