Full Job Description
The Platform and Systems Lead is a cross-functional leadership role responsible for overseeing all digital infrastructure for the NYC Program. This includes leading the design, buildout, and integration of the Salesforce CRM, public-facing website, learning management system (LMS), and a comprehensive portal for building owners and contractors. The role bridges technology, operations, and user experience-ensuring that all platforms are aligned, intuitive, and scalable to support Local Law 97 compliance, equitable access, and market transformation. The ideal candidate brings expertise in Salesforce implementation, system integration, digital user experience, and vendor oversight-alongside a collaborative, equity-driven mindset.

Essential Duties and Responsibilities
  • Salesforce CRM Oversight:
    • Lead system configuration, integration, and ongoing refinement of Salesforce to support intake, case management, stakeholder tracking, and reporting.
    • Coordinate closely with Momentum platform partners and Willdan technical teams to ensure sooth data flow and reporting alignment.
  • Public Website Development:
    • Oversee design, user experience, and backend development of the Program's website.
    • Collaborate with web developers, content strategists, and equity partners to ensure usability, accessibility, and alignment with LL97 messaging.
    • Manage rollout of dynamic features, including the LL97 Building Directory, Service Provider Directory, and Case Studies Library.
  • User Portal and LMS Buildout:
    • Guide development of a secure, intuitive portal for building owner, contractors, and service providers to access resources, training, and project support.
    • Oversee launch of the learning management system to host onboarding, compliance, and workforce development trainings.
    • Ensure seamless integration with the CRM, website, and backend systems to track user progress and engagement.
  • Digital Strategy & Vendor Management:
    • Serve as primary liaison to web developers, LMS providers, and third-party IT vendors.
    • Develop technical requirements, manage implementation timelines, and ensure quality assurance and scalability.
    • Oversee system testing, launch, and refinement based on stakeholder feedback.
  • Data Governance, Usability & Oversight
    • Ensure accurate, standardized, and secure data collection across all platforms.
    • Implement feedback loops to continuously improve usability-especially for underserved communities and MWBE service providers.
    • Support system performance monitoring, dashboard integration, and reporting functionality.
    • Identify opportunities for improvement and recommend enhancements to digital systems and service delivery.
    • Coordinate platform audits to ensure system integrity and compliance with standards and policies.
  • Team Development & Collaboration
    • Provide guidance to staff, interns, and contractors on platform usage and best practices.
    • Facilitate internal training sessions as needed to improve digital fluency and data quality across teams.
    • Foster a collaborative, inclusive, and innovative work environment that supports continuous learning and equity in design.

Job Requirements / Qualifications
  • Bachelor's degree in computer science, information systems, engineering, or related field.
  • Minimum 7 years of experience managing digital platforms, including Salesforce CRM; experience in clean energy, nonprofit, or government programs preferred.
  • Demonstrated success overseeing websites, user portals, and LMS development.
  • Experience developing system requirements and managing third-party vendors.
  • Strong understanding of API integrations, UX design, and data workflows.
  • Proficiency in project management tools, Salesforce, and reporting platforms.
  • Excellent communication and collaboration skills with both technical and non-technical teams.
