Description Overview

Seeking a technically strong and hands-on engineer to serve as a plant systems owner and capital project leader within a cGMP pharmaceutical manufacturing facility. This role has an immediate focus on ownership and support of critical facility and utility systems, including a purified water system, as well as major capital projects related to Building Management Systems (BMS) and HVAC systems. This role combines engineering expertise with project management responsibilities, requiring active involvement in the design, specification, implementation, and validation of facilities, bulk manufacturing, and packaging systems and processes. In addition to leading capital projects, this position holds technical ownership of critical facility and utility systems, ensuring reliable, compliant, and efficient plant operations. The ideal candidate demonstrates deep technical knowledge across the full project lifecycle, strong troubleshooting capability, and the ability to independently drive complex engineering solutions from concept through execution. This position reports to the Head of Engineering.

Starting annual salary is $125,000

Scope of the Role

Facilities & Utilities Systems Ownership:
  • Serve as SME for critical systems including purified water, HVAC, Building Management System (BMS), chilled water, and compressed air
  • Ensure systems operate reliably and in compliance with GMP and quality requirements
  • Lead troubleshooting of complex system failures impacting production
  • Drive RCA, CAPAs, and long-term reliability improvements
  • Coordinate with maintenance, vendors, and contractors to maintain system performance
  • Identify and implement system reliability and performance improvements

Capital Projects Leadership:
  • Serve as the technical lead for capital projects, ensuring sound engineering principles are applied throughout design, specification, and execution
  • Manage capital projects greater than $1MM from concept through closure, including planning, budgeting, scheduling, and execution
  • Develop and review engineering documentation including URS, DFMEA, P&IDs, equipment layouts, and scopes of work
  • Lead all phases of project delivery from planning through closure including FAT, SAT, commissioning, qualification, and verification
  • Lead cross-functional teams and ensure projects are delivered on time, on budget, and in compliance with cGMP standards
  • Proactively monitor progress, resolve issues, and implement corrective actions to maintain project milestones

Vendor & External Resource Management
  • Serve as the primary engineering interface with external vendors, contractors, and service providers, ensuring alignment with Perrigo standards, technical requirements, and site priorities
  • Manage relationships with external stakeholders including engineering design consultants, equipment suppliers (OEMs), utilities providers, and service partners (e.g., EDC)
  • Coordinate and represent Perrigo in interactions with external agencies and regulatory bodies, including Building Code Inspectors, FDNY, UL inspectors, and other applicable authorities
  • Ensure all external work is executed safely, compliantly, and in alignment with site engineering standards, GMP requirements, and regulatory expectations
  • Represent Perrigo's technical and business interests during design reviews, project execution, inspections, and issue resolution

Operations & Technical Support:
  • Provide hands-on engineering support to plant operations to resolve equipment and system issues
  • Partner with operations and maintenance to minimize downtime and ensure continuity of production
  • Support validation activities (IQ/OQ/PQ) and ensure proper documentation and change control execution
  • Identify and implement continuous improvement opportunities to enhance reliability, efficiency, and quality


Experience Required

Required:
  • Bachelor's degree in Engineering (Mechanical, Chemical, Electrical, Biomedical, or related)
  • Minimum of 6+ years of engineering experience in a cGMP or regulated manufacturing environment, including direct experience with facility/utility systems (e.g., purified water, HVAC, BMS) and/or manufacturing and process equipment
  • Proven ability to lead capital projects and cross-functional teams
  • In-depth experience working with facility and utility systems such as purified water, HVAC, and Building Management Systems (BMS)
  • Strong ownership mindset with ability to drive projects and technical decisions independently
  • Demonstrated ability to troubleshoot complex systems and implement effective engineering solutions
  • Strong communication skills with ability to clearly convey technical concepts across all levels
  • Proficiency in standard Microsoft Office tools (Excel, PowerPoint, Word)
  • Working knowledge of AutoCAD or similar tools, including the ability to review and modify layouts for facility systems, utilities, and equipment installations

Preferred:
  • Experience with MS Project and capital budget management
  • Experience installing or leading projects involving bulk manufacturing equipment (tanks, pumps)
  • Experience with packaging equipment or production line installations
