- Manage and oversee current and advanced planning programs and projects for municipal clients.
- Provide leadership, technical guidance, and supervision to planning staff, including Associate Planners, Senior Planners, and other assigned personnel.
- Serve as the primary point of contact for assigned client agencies and provide professional planning advice and recommendations to department directors, executive management, Planning Commissions, City Councils, and other decision-making bodies.
- Manage and independently review complex planning applications, including General Plan Amendments, Specific Plan Amendments, rezonings, variances, conditional use permits, design review permits, subdivisions, development agreements, and other discretionary land use entitlements.
- Oversee review of development proposals, building plans, parcel maps, tentative maps, and subdivision applications to ensure compliance with applicable local, state, and federal regulations.
- Direct preparation of staff reports, resolutions, ordinances, environmental documentation, and recommendations for Planning Commission, City Council, and other public hearings.
- Manage long-range planning initiatives, including General Plan updates, zoning code amendments, housing element implementation, policy development, and special planning studies.
- Coordinate with applicants, consultants, public agencies, community groups, and stakeholders to facilitate project review and resolution of planning issues.
- Conduct and oversee public outreach efforts, workshops, community meetings, and public hearings.
- Monitor project schedules, budgets, and deliverables to ensure successful project completion and client satisfaction.
- Assist with business development efforts, proposal preparation, client presentations, and contract administration as assigned.
- Mentor, train, and evaluate planning staff and support professional development initiatives.
- Attend evening meetings and public hearings as required.
- Perform other related duties and responsibilities as required.
- Perform all work consistent with BPR's and clients' policies and procedures.
- Provide all services in an efficient, proactive, and client-focused manner.

Desired Qualifications- Eight (8) or more years of progressively responsible professional planning experience, including experience working for a California municipality or providing municipal planning services.
- Bachelor's degree in Urban Planning, City and Regional Planning, Public Administration, Geography, Environmental Studies, or a closely related field. A Master's degree is desirable.
- Thorough knowledge of California planning, zoning, General Plan, housing, environmental, and development laws and regulations, including CEQA, the Subdivision Map Act, and applicable state housing legislation.
- Demonstrated experience managing complex planning projects, supervising staff, and presenting recommendations to Planning Commissions, City Councils, and other public bodies.
- Strong leadership, project management, organizational, and interpersonal skills.
- Excellent written and verbal communication skills, including public presentation and facilitation abilities.
- Ability to effectively manage multiple projects, priorities, budgets, and deadlines.
- AICP certification is desirable.
