Job DescriptionThis posting is open to City of Burlington employees only.What you will do:An employee in this class is responsible for keeping the sewer system in good working order and documenting the work performed. Work is performed under the direction of Pipe Maintenance Manager.
Examples of Duties Leadership and Supervision:- Supervises employees performing pipe maintenance tasks, including equipment operation and sewer line cleaning with water jet trucks.
- Assigns duties to Field Supervisor I's and crew leaders, following up on progress to ensure timely completion of projects.
Project Coordination:- Produces work orders and distributes tasks, monitoring the progress and quality of work.
- Coordinates project timelines and schedules to ensure adherence to deadlines.
- Oversees utility contractors and collaborates with NCDOT for projects in their Right of Way.
Training and Standards:- Provides guidance to Field Supervisor I's and Crew Leads on proper work methods, standards, and safe practices.
- Ensures adherence to safety protocols and manages WSPM safety programs.
Quality Assurance and Reporting:- Inspects completed work to ensure it meets quality standards.
- Prepares incident reports and submits detailed documentation to the superintendent.
- Maintains accurate records of job progress and project outcomes.
Public Interaction and Problem-Solving:- Handles field complaints with tact and professionalism, providing effective solutions.
- Demonstrates courtesy and professionalism when interacting with the public and City employees.
Traffic and Utility Oversight:- Supervises water and sewer locating personnel.
- Oversees traffic control setup to ensure safe and compliant work zones.
Additional Responsibilities:- Prepares necessary materials and information for projects.
- Performs other related duties as required.
Qualifications Expertise in Repair, Maintenance, and Construction:- Comprehensive Knowledge: Mastery of methods and techniques involved in repairing, maintaining, and constructing water and sewer lines.
- Specialized Skills: Expertise in water and sewer tap installations, water main repairs, clearing sewer blockages, locating manholes, and performing TV inspections of pipe interiors.
Regulatory and Safety Awareness:- Regulatory Knowledge: Familiarity with State and Federal regulations, City codes, utilities department policies, and plumbing codes.
- Safety Compliance: Strong understanding of proper safety procedures to ensure compliance and workplace safety.
Technical Proficiency with Equipment:- Operational Expertise: Skilled in operating specialized equipment such as pipe horns, dip needles, backhoes, front-end loaders, crane trucks, air compressors, jackhammers, and more.
- Adaptability: Demonstrated ability to use the appropriate equipment effectively for diverse maintenance tasks.
Minimum Qualifications:- High School Diploma or GED equivalency with specialized technical training in construction or any related field, and considerable work experience in pipe construction and maintenance, or an equivalent combination of education and experience.
- Valid Commercial Driver's License (CDL)
- Wastewater Collection Certification Grade III
- Water Distribution Certification - Grade A or obtain within 12 months.
- Back Flow Prevention Certification or obtain withing 12 months.
- 5+ years of supervisory experience preferred.
Supplemental Information Physical Requirements and Working Conditions:- Work in this class is described as medium and frequently requires physical exertion to complete tasks and move objects.
- Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing and repetitive motions.
- Employee must have the visual acuity to prepare and analyze data and figures, perform visual inspection of small defects or parts, use measurement devices, operate machines, perform mechanical or skilled trades' tasks, and operate trucks, forklifts, cranes, and other equipment.
- Employee is subject to hazards, including proximity to moving parts, electrical current, high heat, chemicals, noise, oils and working on scaffolding and high places.
- Working conditions include both inside and outside environmental conditions.
