Plutonium Facilities Engineering (PFE) Division develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission.
We are seeking Nuclear Facilities Engineering Manager 4 (Group Leader) to lead our Waste Facilities Engineering Group, PFE-WF in support of the Laboratory mission, and lead and execute group initiatives and management. This role leads a group of system engineers responsible for configuration management, system health monitoring and supporting operations and maintenance. Roles and responsibilities include:- Ensure that technical deliverables comply with applicable federal, state and local laws, regulations, codes and standards.
- Ensure that nuclear facility engineers are assigned to provide technical support and oversight to all vital safety systems and facility support systems within the PFE HC-2 & 3 nuclear facilities.
- Assign qualified engineering resources as required to support projects being designed and implemented within the facility.
- Ensure that all technical deliverables are developed in accordance with the LANL Conduct of Engineering (COE) policies and procedures.
- Provide Leadership in ensuring that system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering assigned issues are completed on time and maintained current.
- Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary.
- Ensure that safety processes, policies and practices are followed by assigned personnel to support worker and facility safety.
- Provide nuclear design-engineering services to ensure facilities are designed, constructed, modified and maintained to satisfy customer needs and expectations in a cost effective, safe, and compliant manner.
- Facility Design Authority Representative for assigned facilities to ensure proper reviews are conducted for changes, the safety basis for the facility is maintained, and facility configuration is properly reflected in technical baseline documents.
- Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
- Assist the division leader in developing specific short-term and long-term plans and monitor progress to ensure long-term objectives are attained and customer requirements are met.
- Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
As a Nuclear Facilities Engineering Manager 4, you will assist the division in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, conduct of engineering (CoE) and configuration management (CM) program requirements; ensuring that design, project and drafting engineering personnel comply with applicable federal, state and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues.

Minimum Job Requirements: Leadership - Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing an engineering organization.
Knowledge and Experience - This position will serve in a management role and provide expert knowledge and experience in engineering and administration for facility projects and on-going operations and maintenance within nuclear facilities is required. Specific knowledge and experience sought for includes:
- Record of leading a technical organization / work in support of nuclear facilities including operations, maintenance, systems engineering, safety basis, and projects to establish and continuously improve conduct of engineering implementation in support of reliable facility operations.
- Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.
- Demonstrated capability in successfully developing internal and external customer relationships, achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts.
- Experience in developing and implementing design related processes, configuration management, engineering document control, schedules, and cost estimates
- Working level experience and knowledge of DOE Orders and Standards related to engineering in support of nuclear facility engineering, maintenance, projects, and operations
- Demonstrated experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.
Education/Experience: Position requires a Bachelor's Degree in an engineering discipline from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation.
DOE O.426.2A: Requires a BS degree and 4 years of nuclear experience (job related experience may fulfill 3 of the 4 years of nuclear experience)
Desired Qualifications: - Extensive knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
- Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.
- Qualification as a design authority or facility designated design authority in a DOE nuclear facility.
- Professional license (PE) in an engineering discipline from a recognized licensing board preferred.
Work Schedule: This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees maybe eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.
Essential Job Functions (can perform with or without reasonable accommodation) : General Physical Mobility, standing, walking, climbing stairs, bending. Specific Physical Mobility use of both hands, use of both arms, use of both legs, use of both feet, carry/lift up to 20 pounds.
Work Environment: Work in a noisy environment, work near sources of ionizing and non-ionizing radiation, work near machinery with moving parts, working overtime or an irregular schedule.
Work Location: This position will be physically located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
