Full Job Description
USmax Corporation is seeking a Personnel Manager to support the U.S. Space Force's Space Systems Command (SSC) Military Communications and Positioning, Navigation, and Timing Directorate Mission Services. The Personnel Manager will lead organizational support services, overseeing personnel readiness, professional development, performance management, and records stewardship for a dynamic, mission-focused Directorate.

Duties and Responsibilities
  • Personnel and Organizational Management
    • Manage manpower and personnel actions across the Directorate, ensuring compliance with Air Force and Space Force standards.
    • Oversee readiness and self-assessment programs, ensuring mission support teams maintain deployable and audit-ready status.
    • Track, coordinate, and manage Directorate awards, DTS travel requests, and related personnel functions.
  • Training and Professional Development
    • Lead education and development programs to build workforce capabilities.
    • Coordinate training schedules, records, and certifications to maintain compliance with program and organizational requirements.
    • Provide guidance and mentorship on professional growth pathways.
  • Records and Information Stewardship
    • Ensure proper management and safeguarding of personnel records, including sensitive PII.
    • Implement best practices for records management, information assurance, and personnel data tracking.
    • Conduct periodic reviews to ensure accuracy, completeness, and compliance.
  • Customer Service and Stakeholder Engagement
    • Serve as a primary point of contact for Directorate personnel on HR and organizational support issues.
    • Provide responsive, solutions-focused support to leadership and staff across the organization.
    • Develop and deliver reports and updates to senior leadership on readiness and personnel status.

Minimum Qualifications:

  • 10+ years of human resources or personnel management experience supporting federal, defense, or aerospace organizations.
  • Proven leadership in managing personnel readiness, performance management, and professional development programs.
  • Strong understanding of records management, PII stewardship, and compliance requirements.
  • Excellent organizational and communication skills with a customer service orientation.

Preferred Qualifications:
  • Bachelor's degree in Human Resources, Business, or Public Administration (Master's or SHRM-CP/SCP preferred).
  • DAWIA HR certification or equivalent desirable.
  • Familiarity with DTS, Air Force personnel systems, and defense awards programs.

Security Clearance Requirements:
  • Current DoD Secret clearance

Work Location / Schedule:
  • This position is hybrid, with regular onsite presence at Los Angeles AFB combined with telework flexibility.
