This position gives you the opportunity to apply your skills to help shape tax guidance and support statewide programs. You will work with leaders and experts to provide trusted information that helps people understand tax laws. Your work will strengthen the agency and support its mission of serving taxpayers.
DESCRIPTION OF WORKThis role provides advanced technical leadership for the Department in the area of personal income tax. You will guide policy, review legislation, and support major initiatives across the organization. As a Personal Income Tax Advisor, you will perform the following duties:
- Legislation Review: Review laws and proposals to identify issues and develop clear guidance
- Technical Research: Conduct research on federal and state tax changes to assess impacts on programs
- Stakeholder Communication: Provide expert tax information to legislators, practitioners, and agencies
- Knowledge Management: Support staff learning by documenting technical information and organizing training
- Cross-Team Leadership: Lead projects that update forms, processes, and systems based on new requirements
- Operational Translation: Convert statutory changes into practical instructions for program and technical teams

Work Schedule and Additional Information:- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONSMinimum Experience and Training Requirements:- One year as an Administrative Officer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university; or
- Any equivalent combination of experience and training.
Additional Requirements:- You must be an active Certified Public Accountant (CPA) within the last five years.
- You must have at least five years of experience preparing individual tax returns, including knowledge of trust, partnership and corporation tax filing requirements, ensuring compliance with federal, state, and location regulations, including Pennsylvania's Tax Reform Code.
- You must have a minimum of two years experience of strategic oversight of multifaceted tax functions, including compliance, policy implementation, and operational workflows.
- You must be able to perform essential job functions.
Legal Requirements: - This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
