DESCRIPTION OF WORK
This position serves as the primary technical expert for business tax, providing analysis and guidance that support program operations and policy decisions. The role helps interpret laws, communicate tax initiatives, and guide staff across the organization. As a Business Tax Advisor, you will perform the following duties:
  • Legislation Review: Analyze business tax laws and legislation and prepare technical interpretations and guidance
  • Advanced Research: Study federal and state tax changes to identify impacts and recommend corrective actions
  • Public Representation: Present agency policy at meetings and forums to support stakeholder understanding
  • Technical Consultation: Provide expert direction to ensure consistent interpretation of business tax rules across the organization
  • Knowledge Management: Document key information and support mentoring and training to maintain tax expertise
  • Project Leadership: Lead teams that implement initiatives and legislative changes and provide status updates to leadership

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as an Administrative Officer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university; or
  • Any equivalent combination of experience and training.


Additional Requirements:
  • You must be an active Certified Public Accountant (CPA) within the last five years.
  • You must have at least five years preparing business tax returns (including returns for Sales and Use Tax, Corporation Net Income Tax, and/or Employer Withholding Tax), ensuring compliance with federal, state, and local regulations, including Pennsylvania's Tax Reform Code.
  • You must have a minimum of two years experience of strategic oversight of multifaceted tax functions, including compliance, policy implementation, and operational workflows.
  • You must be able to perform essential job functions.


Legal Requirements:
  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
