UtahSenior Manager, Telecommunications Survey & Permitting OperationsTelecon is looking for an experienced and driven Senior Manager, Survey & Permitting Operations to join our growing Telecommunications Design team. In this leadership role, you will oversee both the survey and permitting functions across multiple Fiber-to-the-Home (FTTH) programs, ensuring projects move efficiently from field data collection through permitting and into construction.

YOU WILL HAVE THE OPPORTUNITY TO:- Lead all survey and permitting operations across multiple FTTH programs and customers.
- Manage the full survey lifecycle, including scheduling, field coordination, quality control, contractor management, and workflow optimization.
- Oversee permitting activities including Pole Attachments, Right-of-Way (ROW), Traffic Control Plans (TCP), DOT, municipal, and specialty permits.
- Ensure survey deliverables and permit submissions meet customer requirements, quality standards, and project timelines.
- Partner closely with engineering, design, construction, and customer teams to support successful project execution.
- Manage vendor and contractor relationships while driving accountability, performance, and continuous improvement.
- Lead and develop the Survey Assistant Project Manager (APM), Permit Assistant Project Manager (APM), and their respective teams through coaching, mentoring, and performance management.
- Develop and maintain standard operating procedures, quality control processes, and training documentation for survey and permitting operations.
- Manage Quickbase reporting, dashboards, and workflow tracking to provide visibility into project status and operational performance.
- Monitor key performance indicators (KPIs), identify risks, and proactively implement solutions to keep programs on schedule.
- Coordinate with offshore support teams to ensure consistent communication, quality, and productivity.
- Represent Telecon professionally in customer meetings, project reviews, and operational discussions.
- Support strategic planning, resource management, and operational improvements alongside Engineering leadership.
- Perform other duties as required.
THIS ROLE IS FOR YOU IF YOU HAVE THE FOLLOWING SKILLS AND QUALITIES:- Professional Engineer (PE) license or the ability to obtain licensure is strongly preferred.
- 5 or more years of experience in telecommunications survey, permitting, or outside plant (OSP) operations, preferably supporting FTTH or MDU construction programs.
- Experience managing survey operations, permitting operations, or both within a telecommunications environment.
- Minimum two (2) years of leadership experience managing technical teams.
- Strong understanding of telecommunications permitting, including Pole Attachments, ROW, TCP, DOT, municipal, and specialty permits.
- Knowledge of the complete survey-to-design-to-permitting workflow.
- Experience managing vendors, contractors, and cross-functional project teams.
- Strong organizational skills with the ability to manage multiple customers, programs, and priorities simultaneously.
- Excellent leadership, coaching, communication, and relationship-building skills.
- Proficiency with Quickbase or similar project management and workflow platforms.
- Experience with Katapult, Sitetracker, P2, or similar telecommunications software is considered an asset.
- Experience working with distributed or offshore teams is preferred.
- Strong analytical and problem-solving abilities with a focus on process improvement.
- Proficiency with Microsoft Office Suite.
- Ability to travel occassionally to customer locations, project sites, or Telecon offices based on business needs.
