Permitting Coordinator

What is the project?

The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:

A5 km-long tunnel, built by a pressurized TBM (10.5 m diameter slurry TBM);
Two vertical shafts (onshore and offshore);
An offshore modular intake structure, resting on the lake bed.
The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.

What you will do:

You will coordinate and manage the issuance and tracking of H&S work permits for all site activities, ensuring compliance with safety and quality standards. You will work closely with project teams to anticipate permit needs and resolve issues efficiently.

Concretely, your tasks will be:
  • Identify all necessary permits required for the project, including construction, environmental, and operational permits.
  • Manage the full process for issuing work permits (hot work, excavation, ground disturbance, Log Out Tag Out, lifitng ...) on BeSafe.
  • Conduct regular audits of work permits and related documentation to ensure ongoing compliance with internal procedures and regulatory requirements.
  • Coordinate with Construction, H&S, Quality, and Planning teams to anticipate upcoming work permits needs.
  • Review project documentation (drawings, diagrams, reports, contracts) to determine permits and approval requirements.
  • Ensure compliance with all local, state, and federal regulations related to permitting.
  • Identify potential issues that could delay work and propose/implement mitigation measures.
  • Serve as the primary point of contact between the project team and regulatory agencies.
  • Act as a key interface between field teams and management, ensuring work is authorized, coordinated, and safely executed.
  • Maintain accurate records of all permit applications, approvals, and related correspondence.


Your skills:
  • Electrical or Mechanical trade background (electrical preferred due to work protection complexity).
  • Minimum 7 years of professional experience, including at least 5 years in supervisory or superintendent roles.
  • Strong, hands-on expertise in work permit systems and solid functional knowledge of HSE requirements.
  • Experience managing permits on complex and high-risk projects, ideally involving tunneling, major construction, confined spaces, or subaqueous environments.
  • Proficiency with digitalized health & safety tracking systems, ensuring accurate documentation and digitalized monitoring .
  • Ability to coordinate with multiple stakeholders (subcontractors, construction, and client).
  • Strong communication and problem-solving skills
  • Detail-oriented, organized, and rigorous
