Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.

This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery this year.

The candidate will act as the Permit Coordinatoron the upcoming project. The candidate may start in the home office in Reston, Houston or Cheyenne, Wyoming, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to Cheyenne, Wyoming. This position is contingent upon project award. Travel to project sites and regulatory offices may be required during the project setup phase.

Job Summary:

The Permit Coordinator is responsible for identifying, coordinating, obtaining, and tracking all regulatory and construction-related permits required for project execution. The role serves as the primary interface between the project team, regulatory agencies, Authorities Having Jurisdiction (AHJs), and subcontractors to ensure permitting requirements are met in accordance with project schedule, contractual obligations, and applicable regulations. #LI-SP1

Major Responsibilities:

Technical:
  • Identify all required federal, state, county, and local permits for construction, utility, and temporary works activities.
  • Develop and maintain a comprehensive Permitting Plan and Permit Matrix, including AHJ contacts, applicability triggers, review durations, and responsible parties.
  • Coordinate preparation, submission, tracking, and closeout of permits, approvals, and notifications.
  • Interface directly with AHJs to facilitate reviews, respond to comments, and support permit approvals.
  • Coordinate with Engineering, Construction, Environmental, Safety, and Field teams to ensure permit conditions are understood and implemented.
  • Support scheduling by identifying permit lead times, constraints, and inspection requirements that impact construction sequencing.
  • Coordinate and support AHJ site inspections, including pre-inspection readiness and closeout actions.
  • Track permit conditions, expirations, renewals, and compliance requirements throughout the project lifecycle.
  • Maintain complete and auditable permit records, correspondence, and approvals in accordance with project and corporate procedures.
  • Provide regular permitting status updates to project management and construction leadership.
  • Support estimating and planning teams by identifying permitting scope, costs, and risks during pre-construction and construction.

Safety/Quality:
  • Ensures Zero Accident Philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Enforces policies, procedures and related work rules as established by field construction management.


Education and Experience Requirements:

  • Bachelor's degree in Engineering, Construction Management or other relevant technical discipline from an accredited university as well as a minimum of 8-10 years of relevant work experience, or 12-14 years relevant experience in the absence of a degree.


Required Knowledge and Skills:

  • Experience with county or state permitting processes (e.g., building, grading, stormwater, environmental permits.)
  • Familiarity with construction permits, and temporary construction permits.
  • Experience in power generation, energy, or heavy industrial EPC projects.
  • Experience supporting pre-construction, early works, and field execution phases.
