Job Description:

Quevera is seeking a highly skilled PeopleSoft ELM Technical Manager with an active TS/SCI clearance with Polygraph in Annapolis Junction, Maryland.

This role supports a customer's Enterprise Learning Management (ELM) PeopleSoft installation and provides PeopleSoft software and system functional and development consulting services at the client location. The Technical Manager will lead experienced consulting teams and support the day-to-day implementation and operations of the system to deliver integrated solutions within time and budget constraints.

Job Responsibilities:

  • Lead experienced consulting teams and support day-to-day system implementation and operations.
  • Assess high-level architectural designs, research potential implementation roadmaps, and conduct feasibility assessments.
  • Translate technical requirements reflecting desired customer outcomes to support development activities.
  • Drive customer buy-in and development processes as needed.
  • Develop detailed designs of Oracle IT capabilities, including potential integrations with third-party products and/or GOTS capabilities.
  • Design, implement, test, and deploy complex extensions or configurations addressing unique customer business processes and workflows.
  • Identify risks and risk mitigations while developing methods, techniques, and evaluation criteria for on-premise, cloud, and hybrid solutions.
  • Apply functional knowledge across HCM, Financials, and Education applications within the PeopleSoft ecosystem to make recommendations supporting low-cost, long-term maintenance.
  • Work with end users to generate reporting artifacts and explain reporting concepts to users with little or no technical background.

  • Strong functional knowledge of PeopleSoft Enterprise Learning Management (ELM).
  • PeopleSoft application functional, development, and/or administration experience.
  • Deep functional knowledge across HCM, Financials, and Education applications within the PeopleSoft ecosystem.
  • Deep reporting background and expertise across various technologies and vendors.
  • Understanding of data warehouse theory and concepts.
  • Ability to assess high-level architectural designs, research implementation roadmaps, and conduct feasibility assessments.
  • Ability to translate technical requirements based on desired customer outcomes.
