Full Job Description
ICF is currently seeking a Pediatrician to serve as part of a team of clinical and other subject matter experts supporting ACF's mission to foster health and well-being through effective, accountable, and compassionate human services. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team's mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect.

This position is expected to last six months, with the potential for extension based on project needs, funding availability, and organizational requirements.

The Pediatrician's alignment to this mission is ensuring that medical care, placement decisions, and provider practices prevent and mitigate risks of abuse, neglect, and unsafe conditions, including risks associated with unmet healthcare needs.

This position is full-time with on-call/after hours availability. The position will require approximately 25% travel to provider sites.

Roles and Responsibilities
  • Provide consultation and oversight to care programs to prevent and respond to all forms of child abuse and neglect, including sexual abuse and sexual harassment.
  • Provide consultation and recommendations to providers delivering direct care to children.
  • Intervene as necessary to ensure proper placement and medical management of children.
  • Develop SOPs and best practices governing health services aligned with evidence-based standards of care.
  • Assess grantee compliance with reasonable accommodation and access to direct care services.
  • Collaborate with federal, state, local, and non-profit partners to increase services available to children during care and upon reunification.
  • Serve as SME in clinical case reviews to ensure ACF compliance with statutory responsibilities.
  • Conduct site visits and needs assessments to monitor grantee healthcare services.
  • Train ACF grantees, staff, and stakeholders on best practices for child health and safety.
  • Participate in cross-ORR workgroups to ensure compliance with legal settlements and service delivery standards.
  • Review and process Serious Medical Requests, including decisions impacting care and spending.
  • Determine appropriate medical responses in cases of suspected or substantiated sexual abuse or harassment.
  • Review response protocols related to sexual abuse and sexual harassment incidents.
  • Consult on individual or provider conditions that may present risk of inappropriate sexual conduct, unmet medical needs, or unsafe medication practices.


Basic Qualifications
  • MD, DO, or NP with active clinical license
  • 10 years of Pediatric expertise in clinical care and oversight
  • Experience in compliance, quality assurance, and child welfare systems
  • Must be able to obtain and maintain a Public Trust Clearance


Preferred Skills
  • Knowledge of migrant/refugee issues, particularly related to children.
  • Experience working for a refugee program.
  • Prior work experience in a consulting environment.

The pay range for this position based on full-time employment is:
$158,819.00 - $269,993.00
