Hiring salary range: $4,457.19 - $4,741.71 / bi-weekly



Job Function:

Support the day-to-day operations of the Payroll team by assigning work to payroll specialists and payroll clerk, handling administrative information/requests, responding to complex inquiries by performing complex investigations and payroll processing. Review and approve validations and reconciliations. Accountable for monitoring payroll processing services for employees and pensioners including inputting, updating, and maintaining various computer systems (on an as needed basis) to ensure payroll processing activities are in accordance with payroll processing procedures, collective agreements, HR policies, and internal controls to ensure accuracy, integrity, and confidentiality of data. Responsible for maintaining and producing remittances/reports and distributing information as needed and to working collaboratively within the team.

Payroll Team Lead will be accountable for the following:

Payroll Processing
  • Coordinate payroll exits pre work with Time & Attendance team to deliver pay runs accurately and on time.
  • Execute the batch jobs for pay exits.
  • Support day-to-day payroll activities such as case management, overpayment analysis, reconciliation payroll processing
  • Run required audit reports throughout Payroll processing
  • Approve manual cheques and GL entries.


Payroll Management
  • First point of contact for escalated Payroll inquiries
  • Escalate complex payroll inquiries to Payroll Supervisor as necessary
  • Manage the training of new Payroll Specialists/Payroll Clerk hires


Payroll Tax Reporting and Remittances
  • Approve all government and third-party remittances
  • Support Payroll data pulls required for Payroll reconciliations.


Compliance Management / Data Integrity
  • Support Payroll Supervisor with internal and external audits
  • Assemble requested payroll data as directed by Snr. Manager, Payroll Operations/Payroll Supervisor
  • Deliver Payroll services in compliance with federal, provincial and territorial legislation
  • Generate variance/change reports to conduct quality control reviews and compare to the appropriate data sources to ensure the integrity, accuracy, and consistency of payroll data flow
  • Support reconciliation of payroll accounts. Continuous Improvement - Advocate for and participate in continuous improvement., identify possible trends, risks, and business improvements.


Special Projects
  • Support special projects in support of various payroll initiatives
  • Perform Other Duties as Required.


Selection Criteria

Education:
  • Requires a knowledge of accounting and payroll principles related to payroll processing.
  • Requires a Payroll Compliance Practitioner (PCP) designation.
  • Requires good oral and writing skills to effectively communicate with internal and external contacts and prepare reports. This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a two-year course of concentrated study obtained in a Community College or by having the equivalent level of education.


Experience:
  • Requires experience in payroll processing, payment distribution, payroll tax reporting, remittances and account reconciliation.
  • Requires experience in a supervisory capacity. Requires experience with business processes to understand the various collective agreements.
  • Require experience with SAP systems or SuccessFactors Employee Central. Requires experience in Service Now. Demonstrated experience with use of Word and Excel.
  • Requires experience in time management within an environment with competing priorities and deadlines associated with the department operation.
  • Requires experience in providing advice and guidance on general and specific enquires from employees and supervisors regarding pay related matters. A period of up to 4 years is considered necessary to gain this experience (This encompasses one year of related Canadian work experience for PCP).
